Background :

Ten years has passed since the formal end of the armed conflict in Nepal and the commitments made towards transitional justice remain largely unfulfilled. However, an active dialogue between different stakeholders to the Transitional Justice (TJ) process continues. The international community is an important participant in this dialogue and its well-informed participation is essential to ensure that the TJ process proceeds in a manner that complies with international law and allows the process to contribute to addressing the root causes of the conflict.

There are more than 50 victims’ groups organized in different forums in Nepal. Victims of human rights violations during the conflict have increasingly felt that they are largely excluded in addressing their real needs and aspirations in the TJ debate which was highly focused on issues of justice. Despite their involvement in the discussion around the transitional justice, the different conflict victims felt that they were not recognized as an independent actor or the beneficiary of the whole TJ process, but were treated as a secondary element. Thus, they remain fragmented, their voice was ignored and their concern was never regarded as a common voice.

The Transitional Justice Resource Center (TJRC) was launched in July 2011 with an objective to create a common platform for the conflict victims. This was closed in 2014 and relaunched in 2016 to enhance local knowledge of TJ issues, support effective public participation, especially of the conflict victims in the TJ process, and contribute towards the objective of promoting and protecting the voices of those who seek truth, justice and peace in Nepal.

Under the overall guidance of the UNDP Country Office, and the direct supervision of the Team Leader, Democratic Transition Unit, the Programme Manager is responsible for the day to day management of the Transitional Justice Project and TJRC, including planning, implementation,  design & formulation of the annual implementation work plans as well as technical oversight, in close collaboration and coordination with UNDP Programme Officers who monitor day-to-day implementation of the projects in line with approved work plans. The incumbent will be responsible for identifying synergies and for ensuring cross-unit cooperation and coordination with other Programme areas in UNDP as well as with other UN agencies.

The Project Manager provides policy advice to the relevant counterparts and leads policy advocacy in the Programme area and liaises with other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in the areas pertaining to this Programme.

The Project Manager supervises project team and works in close collaboration with the CO projects and programme staff, operations team in the CO, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the Transitional Justice programme. The Manager works on a daily basis with numerous stakeholders, necessitating that the incumbent be able to develop and maintain viable working relationships with colleagues across the organization and in government offices and work in a responsive client oriented and problem solving manner.

Duties and Responsibilities

Ensures the strategic direction of project focusing on achievement of the following results:

  • Provision of advice on strategies, policies and plans affecting project operations, delivery, knowledge and learning services;
  • Establishment of collaborative arrangements with project potential partners and appropriate operational partnership arrangements;
  • Constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment;
  • Monitor and analyse key developments in the country related to transitional justice issues and identify development needs and potential solutions relevant to project activities;
  • Contribute to policy dialogs on the issues of conflict victims’ engagement in the decision making process;
  • Ensure that project objectives and activities are well coordinated with plans and activities of CSOs supporting the transitional justice process.

Ensures effective and accurate overall management of the project focusing on achievement of the following results:

  • Under the leadership of the Team Leader, DTU, effectively manage the Transitional Justice project team, ensure proper training, guidance and coaching opportunities for all personnel and the members of Conflict Victims’ Common Platform;
  • Implement the project activities in accordance with UNDP financial Rules and Regulations and the Internal Control Framework for UNDP Nepal;
  • Preparation of project implementation activities and selection of implementing partners such as government institutions, service providers, and NGOs. Managing calls for bids and for proposal and selection of implementing partners within the UNDP contractual framework for project activity implementation. Design the scope of works and TORs for the bids and call for proposals;
  • Manage day to day administrative matters for the project with the support from the programme administrative staff;
  • Create systems of effective financial, administrative and logistical processes to facilitate community-level work;
  • Ensure full transparency and access to information about UNDP activities within the Transitional Justice Project;
  • Participate in communication and media activities. Ensure project web-site updates. Coordinate distribution of the project related information. Ensure visibility of the Donor and Implementing Partners in all project outputs.

Ensures efficient support to tasks related to advocacy, project, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:

  • Supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on project results and progress towards outcomes.
  • Ensure proper monitoring and evaluation procedures are instituted in all project activities;
  • Ensure proper monitoring of project progress against annual and quarterly work plans and budgets;
  • Coordinate and oversee the preparation of the substantive and operational reports from the projects;
  • Develop annual workplans, budgets draft report and other document for the management and reporting of project activities;
  • Manage the accurate and timely reporting on the progress of the project with a specific focus on the activities and funds utilized.
  • Ensure that reports are provided to donors according to UNDP’s contractual obligation;
  • Monitor project inventory, attendance records, filing system. Assure correct personnel management and procurement of goods and services.

Establishes and maintain strategic partnership and implements the resources mobilization strategy for the project focusing on the achievement of the following results:

  • Establishes and maintains dialog with government officials, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring accurate interpretation of the project’s mission;
  • Identify areas of cooperation and coordination with other UN agencies for the implementation of joint activities related to the project;
  • Identify opportunities for the implementation of the project making specific recommendations on actions needed;
  • Assist communities in identifying resource mobilization opportunities;
  • Support resource mobilization efforts.

Ensures facilitation of knowledge building and management, focusing on the achievement of the following results:

  • Prepare knowledge products, related to the thematic areas under the project;
  • Facilitate learning and experience sharing for government officials, local community leaders and experts;
  • Contribute to national and global knowledge networks.

Ensures Gender and Social Inclusion (GESI) Mainstreaming:

  • Serve as the GESI focal person for the TJ project and be responsible for ensuring GESI results in the planning and reporting processes;
  • Identification and synthesis of best practices and lessons learned on GESI issues related to TJ project.

Impact of Results

  • The position will help strengthen UNDP’s support for the transitional justice process, establishment and/or strengthening of strategic partnerships as well as support to resource mobilization. The post increases the visibility and contribution of UNDP in this important area of work.

Required Skills and Experience
Education:

  • A minimum of a Master’s degree or equivalent in Human Rights, Peace/Conflict, Development Studies, Political/Social Science or other development-related field.

Experience:

  • Eight years of relevant experience at the national and international level in the UN and/or international organizations in the area of Human Rights or Peacebuilding;
  • Experience in managing staff and operational systems and establishing inter-relationships among international organization and national governments in the area of Human Rrights, Development and Peacebuilding;
  • Experience in crisis and post-conflict countries;
  • Knowledge and experience of UNDP and UN system policies and programming is desirable.

Language Requirements:

  • Fluency in spoken and written English and Nepali.
