ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office.

At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of monitoring and evaluation. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.  

JOB PURPOSE

To provide effective data data analysis support and writing programme monitoring report that effectively meet (CSP) Country Strategic plan monitoring review and evaluation requirement

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the WFP Nepal Deputy Country Director (DCD) and the direct supervision of the Programme Policy Officer (Head of Monitoring, Review & Evaluation), the incumbent will be responsible to assist the overall management and implementation of the Monitoring, Review and Evaluation (MRE) systems and tool kit of the Nepal CO, under the WFP Nepal Country Strategic Plan (CSP). More specifically:

  • Conduct in-depth statistical analysis of monitoring and data including descriptive and inferential analysis. This includes hypotheses testing and deriving estimates.
  • Lead sampling of all monitoring and evaluation (MRE) surveys of the WFP Nepal CSP 2019-2023 in a scientific manner.
  • Lead writing monitoring (process and outcome monitoring, evaluation and case studies reports of WFPs Programme activities,
  • Support the coordination of process of data collection, data entry, analysis and dissemination; monitoring reports and case studies on a periodic basis; and the compilation of monitoring reports and case studies on a periodic basis.
  • Lead and ensure accurate and timely recording of data and real time information management through- Country office Common M&E Tool (COMET) and Mobile Data Collection Analytics (MDCA) and Provide support for developing MRE plan and budget in efficient collaboration with respective programme team.

Short Description

  • Provide support on  capacity need assessment of the WFP’s partners (Government, non-government and WFP’s staff) on COMET, and Electronic System for project Reporting (eSPR) systems to ensure smooth real time monitoring and reporting of WFP’s programme and process.
  • Provide support for corporate and ad hoc reporting as per the need of the organization and ensure compilation and provision of M&E (outcome data) for timely reporting.
  • Provide support to CO MRE unit in piloting/rollout/testing of corporate reporting tool-COMET (Common M&E Tool) for CSP activities
  • Help facilitate the planning baseline, mid-line, end-line and programme-related evaluation.
  • Help facilitate other administrative and logistical tasks for managing the M&E missions and trainings

General Requirements:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Preferably completion of a Bachelor’s degree in the related functional area (e.g.,  programme design, monitoring and evaluation

Language:Fluency in both oral and written communication in English language and Nepali language.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and skills: Training and/or experience on database management, statistics, utilizing computers including word processing, spreadsheet, and other software packages such as SPSS, MDCA, COMET, Tableau and strata.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Three or more years of work experience in data analysis, interpretation and management
  • More than three years of data interpretation and report writing experience
  • Experience in implementing Monitoring, Review and Evaluation (MRE) activity.
  • Experience in managing MRE activities in UN system will be an added value.
