Job Description

JOB PURPOSE

To work under the supervision of Head of Engineering. The incumbent will provide construction and engineering expertise, quality control and quality assurance for the efficient delivery and quality outputs for EPR infrastructure provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the implementation of WFP Policies, standards, norms and practices related to engineering field ensuring compliance with wider WFP policies, procedures, guidelines and operations.
  2. Provide engineering and project management services, apply best practices, standards that comply with WFP standards and processes.  These include Quality Control and Quality Assurance (QA/QC), preparation of work schedules, reports and designs, preparation of Bill of Quantities, the analysis of project proposal to enable effective decision making on project technical feasibility focusing on EOIs, RFPs, and ITBs.
  3. Supervision of construction activities by daily presence at the construction sites as required.
  4. Carry out engineer assessment of vertical and horizontal infrastructure as required.
  5. Contribute to the WFP construction procurement process
  6. Contribute towards the analysis of project proposals to enable effective decision making on project technical feasibility.
  7. Contribute to maintaining partnerships with internal and external stakeholders to effectively meet their technical/engineering needs in relation to WFP supported activities management.
  8. Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
  9. Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
  10. Contribute to preparedness actions, providing technical recommendations and guidance and management of risks.
  11. Liaise with internal and external counterparts to ensure effective collaboration and supervise engineer elements of ongoing projects.
  12. Other engineer functions as assigned Project Manager Engineer.

STANDARD MINIMUM QUALIFICATIONS

EducationFirst University degree in Civil Engineering or related Engineering discipline hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognized equivalent by an appropriate national or international regulatory authority


LanguageFluent, both reading and writing, in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and Skills:

  • Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
  • Has worked in Humanitarian projects demonstrating knowledge of engineering specialization in relation to seismic mitigation, rural infrastructure, effects of monsoons, or environmental requirements.
  • Has supervised commercial contractors for a minimum of 18 months.
  • Has worked with UN Agencies and NGOs for a minimum of 12 months.
  • Has experience working in remote rural areas.
  • Has implemented programmes with increased level of responsibility

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of five (5) years working in the Construction industry (Government, UN agencies, development partners, I/NGOs, private sector etc) since graduation. 
  • Has worked independently in remote locations.
