Job Description

Programme Policy Officer (Coordinator-Adaptation)-1(pos)

The Government of Nepal (GoN) has received contribution from Adaptation Fund (AF) to execute a project entitled “Adapting to Climate-Induced Threats to Food Production and Food Security in the Karnali region of Nepal". Following the recommendations from the GoN, the World Food Programme (WFP) of the United Nations has been selected by the Adaptation Fund to implement the project activities in the capacity of a Multilateral Implementing Entity (MIE). The project will be executed in line with the Government's National Adaptation Programme of Action (NAPA) and Local Adaptation Plans of Action (LAPA) in Kalikot, Jumla and Mugu districts. The project period is four years.

The project’s goal is to increase the adaptive capacity of climate vulnerable and food insecure poor households by improved management of livelihood assets and natural resources in the above districts of Karnali region. Its objectives are the following:

  • Strengthened local capacity to identify climate risks and design adaptive strategies
  • Diversified livelihood and strengthened food security for climate vulnerable poor households in target areas
  • Increased resilience of natural systems that support livelihoods to climate change induced stresse
Key Accountabilities
  • Coordinate the implementation of all programme components and activities as described in the AF proposal document while ensuring compliance with NAPA, LAPA and WFP guidelines and procedures so as to guarantee proper use of resources.
  • Assist the Programme Manager (MOPE) in conducting the Steering Committee meetings and Programme Meetings at the national level.
  • Supervise and coordinate the production of project outputs to the required standard of quality and within the specified time and costs as outlined in the Standard Operating Procedure (SOP). Mobilize all project inputs in accordance with procedures as agreed in the Project Document.
  • Supervise, guide and coordinate the work of the Project Support Unit (PSU), project staff, consultants and Cooperating Partners. Supervise the Programme Policy Officer (Climate Change), Sr. Programme Associate (Governance) at the national level and Programme Policy Officers (Adaptation) at district levels to carry out the implementation of the project as per the project document, implementation guidelines and SOP.
  • Oversee and ensure timely submission of the Inception Workshop Report, Annual Project Report, quarterly technical reports, quarterly financial reports, and other reports as may be required by AF and WFP. Coordinate the preparation of all reports, both narrative as well as financial (including monthly and quarterly progress reports).
  • Provide regular updates to WFP on the project progress and participate in the meetings organized at WFP.
  • Coordinate activities closely with other climate change projects executed by Government in the region. Oversee the exchange and sharing of experiences and lessons learned with other relevant development projects nationally and internationally.
  • Assist relevant government agencies and Cooperating Partners in the development of essential skills through training workshops and on the job training, thereby upgrading their institutional capabilities.
  • Carry out regular monitoring of all sites and activities. Monitor and evaluate the progress, and establish corrective measures and provide recommendations as necessary.
  • Organize and participate in workshops, seminars and any other events related to the project.
  • Manage the SOPs, procedures, and the human and financial resources with transparency to ensure a high level of efficiency.
  • Ensure that programme activities are planned based on programme criteria and implemented effectively to meet programme targets. Supervise the activities of programme and field staff and ensure their adequate performance against the set targets.
  • Prepare contract, sub-contracts, sub-grants and FLAs documents for sign-off by WFP and present the proposal in the Cooperating Partner Committee meeting.

General Requirements:

Education: Advanced University degree in Management, Environmental Science, Climate Change, Sustainable Development, Agriculture, Rural Infrastructures, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Master degree is required.

Language: Fluency in both oral and written communication in English and Nepali

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Work experience in managing climate change and adaptation related programmes.
  • Work experience in working with government and international agencies.
  • Managarial experience of food security and livelihoods development programmes.
  • Knowledge of National and International policies and strategies related to food security, agricultural development and climate Change.
  • Experience of working in donor funded project and in a multi-disciplinary team.
  • Minimum seven years of work experience
  • Has gained experience in implementied technical programs and has provided input into designing operations
  • Has provided input into policy discussions and decisions.
  • Competency in communication, planning and reporting in English language.
  • Knowledge of basic computer skills on MS Office (word, excel and power point).
  • Willingness to spend at least 50 percent of his/her time in the project area.
