Job Description

Programme Policy Officer-1(pos)

WFP Nepal Country Office is seeking to hire a committed, innovative and energetic Programme Policy Officer to join the Education Support Unit team.  The Programme Policy Officer will provide support to policy and programme activities to achieve and advance WFP’s educational objectives and outcomes. 

 

Duties and Responsibilities: 

Under the overall supervision of the WFP Nepal Representative & Country Director, guidance of the  Head of Programme and with the direct supervision of the Head of Education Support Unit, the incumbent will be responsible for the following duties: 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): 

 

Technical Assistance for School Meals Planning, Implementation and Assessment Activities 

  • Support FFEP in timely planning, implementation, monitoring and reporting of the programme activities within the respective districts;
  • Provide support in resource planning (food and non-food items), data-base and plan formulation;
  • Provide support in ensuring SMP implementation guidelines / manual are fully followed by all concerned and provide  feedback in the revision of guidelines as and when required;  
  • Monitor and review call forwards and food deliveries; provide periodic feedback, and follow-up on outstanding issues in coordination with the concerned parties with regards to the ongoing implementation issues.

Technical Assistance for School Infrastructure and WASH Activities

  • Support the implementation of  school infrastructure and WASH activities, prepare field level agreements, provide guidance and supervision to cooperating partners;
  • Participate in the WASH in Schools Thematic Working Group to provide technical feedback on programme policy and implementation. 

Support Monitoring and Evaluation of Activities 

  • Organize and undertake field visits to monitor and supervise programme implementation;
  • Provide assistance to the WFP M&E unit in conducting baseline and sample surveys and evaluation activities as per the need;  
  • Provide inputs and assistance to programme and monitoring staff in the field for achieving periodic monitoring targets in close coordination with M&E unit.    

Facilitate and Assist Coordination of Stakeholders 

  • Support overall coordination with the government/Ministry of Education, Food for Education unit, WFP  Sub-Offices (SOs), UN/bilateral/I/NGOs agencies and implementation strategies;  
  • Undertake negotiations with different actors in the districts for smooth and timely implementation of the Education Programme; 
  • Represent WFP at relevant meetings and technical working groups (education, nutrition, WASH and health) as per the needs and foster relationships with development partners and the government.

General Responsibilities:

  • Provide administrative support to process payments and other programme request documents; 
  • Research and analyse education policies to support the Education Support Unit in the development of school health and nutrition goals;
  • Assist with missions from HQ, the Regional Bureau and donors as needed;
  • Support with the identification, development and management of potential partnerships to  collaborate on improved SMP;
  • Support the capacity building of WFP staff, partners and national government to prepare for and  respond to SMP needs;
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and  queries; and
  • Support with other SMP related tasks as necessary.

General Requirements:

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: 

Five plus years of working experience in the field of education, nutrition or related field;  

Experience working in partnership with UN, NGOs, government and civil society;

Excellent written and verbal communication skills in English and Nepali;

Strong analytical and interpersonal skills; and

Ability to work independently and as part of a team.

Ability to analyse and consolidate quantitative and qualitative information from different sources  to inform programme strategies and development;

Ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring; and

Ability to develop thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

 

STANDARD MINIMUM ACADEMIC QUALIFICATION: 

Education:  Advanced University degree in International Affairs, Economics, Nutrition, Agriculture, Environmental Science, Public Health, Social Sciences or other field relevant to international development assistance, or First University Degree with at least five years of related work experience and/or trainings/courses.

 

Language:  National Professional: Fluency (level C) in English language and the duty station’s language, if different.
