Job Description

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Under the overall guidance and supervision of the Head of Research, Assessment and Monitoring, the position will have the following responsibilities:
  • Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
  • Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  • Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  • Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  • Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
  • Lead both geographical and household-level targeting activities to inform design and implementation of WFP activities.
  • Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs and to lead assessments of the impact of shocks, including flooding and earthquake events.
  • Work together with existing and new in-country, regional and global partners to integrate multi-hazard early warning systems, climate analysis into vulnerability analysis and mapping leading to preparation of contingency plans focusing on risk-informed approaches to inform the national and local governments’ decision-making and WFP Country Office advocacy, policy and programmes.
  • Provide technical advice and support to government, WFP and cooperating partner staff on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and efficient use of products in a manner that complies with WFP standards and processes and considers gender and social inclusion.
  • Support the government to develop nationally-owned food security monitoring systems at the local, provincial and federal level.
  • Carry out other tasks as required.

Job Specification

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced University (Master) degree in (Agro) Economics, Food Security/Agriculture, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University (Bachelor) degree with additional years of related work experience and/or training/courses.

Experience:

  • At least 3 years of relevant post-graduate (Master) professional work experience in food security, analysis or relevant international development/humanitarian work. More years of relevant post-graduate professional work experience is desirable.
  • Has led and/or managed evidence generation, monitoring and evaluation activities.
  • Experience in managing diverse teams of technical staff.
  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions

Desired Knowledge & Skills:

  • Demonstrated proficiency in the use of statistical tools and methods for food security analysis.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments, including the design, data collection and analysis.
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.

Languages: Fluency in written and spoken English and Nepali Languages is required.
