ORGANIZATIONAL CONTEXT

The job holder will work under the supervision of Head of Sub-Office, receiving guidance and regular feedback from Programme Policy Officer (Gender, inclusion, protection and AAP) and Monitoring/Evaluation Officer from Country Office on work performed. S/he will be based in the Sub-Office, requiring travel to WFP activities implemented areas.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet WFP Nepal Country Strategic Plan (CSP) 2019-2023 operation needs.

Short Description

Background:

WFP Nepal’s Country Strategic Plan (CSP) 2019-2023 has been approved by the WFP Executive Board in its session of November 2018 and it  has become effective since January 2019. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the five SOs.

Under the Integrated Road Map (IRM), WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking resources used for implementing the activities to the results achieved.

The five Strategic Outcomes (SO) are:

  • SO 1: affected populations in Nepal have timely access to adequate food and nutrition during and in the aftermath of natural disasters and/or other shocks.
  • SO 2: Food Insecure people in targeted areas have improved nutrition throughout the key stages of the life-cycle by 2025.
  • SO 3: Vulnerable communities in remote, food-insecure areas of Nepal have improved food security and resilience to climate and other shocks by 2030.
  • SO 4: The Government of Nepal has strengthened capabilities to provide essential food security services and respond to crises by 2023.
  • SO 5: Government efforts towards achieving Zero Hunger by 2030 are supported by inclusive and coherent policy frameworks across all spheres of government by 2023.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Associate (Knowledge Management, Protection and Accountability) will be directly supervised by Head of WFP Sub-Office. S/he will have the overall responsibility of assisting the WFP Country Office and Sub-Office to document the impact of the CSP activities and develop knowledge products, gather the information in relation to protection and accountability issues,help in timely management response and provide support in programme related office works. The key responsibilities include:

Technical support to the sub-office, field based staff and partners:

  • Provide technical support to integrate gender, protection and accountability concerns into the project management cycle;
  • Support WFP and partner staff in implementing the Humanitarian Protection Policy, the Gender Policy (2015-2020) and Accountability to Affected Population (AAP) commitments to ensure WFP operations and programme activities take beneficiaries’ gender and protection concerns into account and facilitate safe, dignified, and accountable food assistance that is adapted to the different needs of women, men, boys and girls;
  • Support Country Office Gender, Inclusion, Protection and AAP Officer, M&E team members and partners to ensure that protection and gender considerations are integrated into all monitoring, evaluation and analysis frameworks, activities and outputs;
  • Support the development of relationships with protection and gender mandated agencies and inter-agency fora at field level to strengthen coordination and advancement of protection, Accountability to Affected Populations and gender as related to food and nutrition security;

Long Description

KEY ACCOUNTABILITIES continued:

Monitoring and reporting on protection and gender issues:

  • Monitor and report on programme, activity and implementation related protection and gender issues;
  • Coordinate and consolidate field visit report submitted by all staff at the SO level and draft bimonthly field visit report for the SO and share it with CO M&E unit.
  • Provide support to conduct the field level M&E trainings and workshop to the WFP staff and partners.
  • Initiate SO level lessons learnt events and document & share the lesions learnt at the SO level.
  • Support the sub-office and field-based staff to undertake context and protection risk analysis and formulating appropriate protection risk mitigation and response activities;
  • Provide regular information on protection concerns and trends in WFP’s programme areas;
  • Ensure protection and gender issues can be captured through the Beneficiary Feedback Mechanisms and responded to appropriately. Provide advice, guidance and follow-up in relation to protection and gender aspects of the Beneficiary Feedback Mechanism.
  • Assist in organizing and conducting protection mainstreaming /conflict sensitive programming - trainings for WFP and Cooperating Partner staff.
  • Undertake field travels to WFP activities locations to conduct protection monitoring.

KEY ACCOUNTABILITIES continued;

Knowledge management, information and analysis:

  • Assist in data collection, compiling lessons learned, establishing case stories to support proper and timely documentation and knowledge sharing on activities impacts including gender and protection;
  • Facilitate systematic gender and protection analyses, so that the Programme Unit identify strategic and practical responses to advancing gender equality in WFP activities;
  • Ensure that gender considerations are integrated in all data collection initiatives; its use and analysis.
  • Collect the case studies/success stories reflecting the impact of WFP activities and document the lessons learned/good practices and changes brought by activities in the lives of beneficiaries as knowledge products;
  • Contribute to research, baseline, midline and end line survey, impact study, if necessary.

General Requirements:

Education: Completion of Higher Secondary Education with a focus on a relevant discipline: gender studies, development studies, information management, social sciences, law, human rights, international development or related field. Higher education (Bachelor degree) is preferred

Language: Fluency in both oral and written communication in English and Nepali.

Knowledge & Skill

  • Must be familiar with MS office
  • Nepali Typing skill is an asset
  • Driving skills with valid licence is an advantage

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 4 years of work experience in gender, protection, knowledge management, monitoring and evaluation etc with field experience.
  • Knowledge of gender-transformative approaches, conflict sensitive/Do No Harm principles, and application of humanitarian protection principles;
  • Knowledge and experiences of result-based programme monitoring, reporting and knowledge management, research, and drafting reports and advocacy notes;
  • Experience in delivering trainings and debriefings;
  • Excellent writing and communication skills including ability to effectively communicate through multiple mediums;
  • Experience in implementing programme activities, networking and relationship building with government agencies and other stakeholders;
  • Experience in data analysis and database management.
  • Has worked with technical teams (i.e. nutrition, VAM, GESI, Protection M&E etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
