ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office.

At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.  

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.  

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Evidence, Policy and Innovation (EPI) Unit and the direct supervision of the Vulnerability Analysis and Mapping Officer, the incumbent will responsible for following specific duties and responsibilities:  

  1. Develop a spatial and statistical database for crop yield forecasting in Nepal. 
  2. Liaise and coordinate with government and non-government agencies for the collection and compilation of required data sets for crop yield forecasting.
  3. Implement the CCAFS Regional Agricultural Forecasting Toolbox (CRAFT) software for crop yield forecasting of major cereal crops in Nepal.
  4. Evaluate, validate and calibrate the CRAFT software for crop yield forecasting in Nepal.
  5. Organize and participate in regular NeKSAP meetings and provide updates on the results, progress and challenges of crop yield forecasting in Nepal.
  6. Organize CRAFT-specific meetings, missions and briefing sessions to identify and analyze problems and recommend potential solutions.
  7. Test and validate the incorporation of remote-sensing data into the CRAFT model in close collaboration with international knowledge partners.
  8. Enhance the capacity of the Nepal Food Security Monitoring System (NeKSAP) members, which includes relevant government officials, academic and research partners, WFP staff and other stakeholders, to implement the CRAFT software. Focus areas include: timely generation of outputs, rigorous analysis and interpretation and high-quality reporting of crop yield forecast in a way that allows policy makers and programme practitioners to utilize the results
  9. Contribute to on-going collaborations of NeKSAP in similar areas (e.g., remote sensing, crop assessments) and support the publication of NeKSAP information products (e.g, crop situation updates, food security bulletins).
  10. Prepare status/progress reports on CRAFT.
  11. Support household data collection, data management, cleaning and food security analyses through WFP’s mVAM methodology, while maintaining corporate standards for data privacy and quality. Support to identify household sampling strategies in conjunction with MoALD, CBS, etc.
  12. Conduct in-depth analyses of mVAM and secondary data, generate reports/products including but not limited to: food price volatility analysis, estimating difference in mVAM results for groups with mobile phone vs. in-person results
  13. Lead on restructuring existing EPI and NeKSAP reports based on stakeholder consultations and data visualization and communications best practices.
  14. Support cross-organization initiatives including: the food security atlas of Nepal, Livelihoods profiling exercises, etc. in close cooperation with other UN agencies, partners and government.
  15. Support the design of local information management system-related policy advice to local governments, including vulnerability targeting and food security analysis. Develop, in coordination with NeKSAP staff, training materials and participate in trainings of federal and Provincial/municipal government staff on the above.
  16.  Review and support technical work on the Forecast-Based Financing project, including supporting on survey development, geospatial analyses and other analyses as applicable.
  17. Other tasks as required.

General Requirements:

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Completion of a Master's degree in the related functional area (e.g., Engineering, Agriculture, Environment, Water Resources, Statistics) is desirable.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has participated in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes with increased level of responsibility.
  • Has provided input to policy discussions.
  • Has at least three years of progressively higher levels of work experience, of which at least one year was closely related to agricultural yield forecasting in Nepal. 
  • Has completed training and has proven practical experience using statistical analysis software, especially with large data sets for agriculture, climate, etc.
  • A team player who is capable of regular peer coaching and support with diverse stakeholders (government officials, research and academic institutions, UN agencies, etc.)
  • Has ability to interpret statistical results and communicate this information effectively in written and spoken English and Nepali to a technical and non-technical audience.
  • Has experience implementing technical programs and/or providing input to policy discussions on food security, agriculture, and climate change.
