Job Description

Finance Officer (Cash Based Transfer-CBT)-1(pos)

Within delegation of  authority, Finance Officer-CBT will be responsible and accountable for the following duties:

  • Update the existing Macro Financial Assessment (MaFA) to reflect changes in the financial sector and/or in the risk probabilities and identify new Financial Service Providers (FSP) within the country.
  • Analyse the Macro Financial Assessment (MaFA) to identify opportunities, key risks for WFP CBT and mitigation measures.
  • Conduct Micro Financial Assessment (MiFA) and provide technical guidance during the tendering process to select potential Financial Service Providers for WFP CBT.
  • Conduct risk assessment of Financial Service Providers and Cooperating Partners and provide possible mitigation measures.
  • Coordinate with relevant units to finalize Service Agreement with FSP(s) to align with WFP guidelines.
  • Develop the Standard Operating Procedure and propose the internal control for cash based transfers.
  • Review and reconcile account of Financial Service Providers and Cooperating Partners.
  • Monitor and assess Financial Service Provider(s) performance to provide cost effective, quality and timely services to WFP.
  • Monitor budgets, and carry out forecasting for new and ongoing projects according to established corporate procedures and requirements.
  • Perform bank reconciliation, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.
  • Contribute to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessment to identify areas which may present compliance or financial risk.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

General Requirements:

Education:   Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with three years of related work experience. Membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Chartered Accountants (CA) or equivalent is preferable.

Experience:  Three or more years of related work experience. 

Knowledge & Skills: 

  • Has performed basic financial analyses at a national and/or operational level;
  • Has cash-based transfer experience with UN/INGOs/NGOs/Financial Service Providers;
  • Has good knowledge of financial accounting and the relevant experience in the field;
  • Has the ability to present data in a clear and concise format that can be interpreted and assist in decision making;
  • Has ability and experience in negotiations with Financial Service Providers;
  • Has a good knowledge of the existing Financial Service Providers in the country;
  • Has a good skill to conduct cost-efficiency and cost monitoring;
  • Excellent written and oral communications and presentation/facilitation skills;
  • Excellent attention to detail;
  • Strong analytical and negotiation skills;
  • Resourcefulness, initiative, maturity of judgment and tact;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;
  • Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, banking sector host population, donors, NGOs and other UN agencies;
  • Ability to work in a team, and establish effective working relations with persons of different national and cultural background.

 

Language: 

  • Fluency in both oral and written UN language of the duty station (English) and in the duty station’s 
  • Language (local).
