ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ) and report to the Country Director (CD) or the Deputy Country Director (DCD). Job holders operate with minimum supervision. They actively contribute to the compilation, analysis, maintenance and reporting of IT data to maximise the effectiveness of IT services. They resolve daily issues and provide timely support to the design, development and usage of systems.

JOB PURPOSE

To support the delivery of efficient and effective IT and Telecommunications (TC) services, contributing to sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Deputy Country Director (DCD), the incumbent will be responsible for the following tasks;

  1. Contribute to the development of budgeting, planning and deployment of IT and Telecommunications systems that are aligned with business needs, in accordance with WFP corporate standards.
  2. Provide support to maintain IT and Telecommunications systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
  3. Install and configure new computer hardware for improving and upgrading system performance; support any technology upgrades as required.
  4. Contribute to technical specifications and tender document that support the procurement of TC/IT equipment and services at and in line with WFP rules and regulations.
  5. Collate data and contribute to the preparation of accurate reports on IT/TC investments and costs, providing information to inform decision-making by stakeholders e.g IT infrastructure upgrades, identifying areas to increase cost efficiencies where possible.
  6. Develop technical skills and knowledge, and build awareness of industry developments.
  7. Respond to queries from users, understanding and resolving issues, providing advice and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
  8. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
  9. Coordinate with other UN agencies in order to network, align activities and support possibilities of inter-agency collaboration in the field of IT and Telecommunications.
  10. Support the capability building of staff through the organisation and/or review of training programs aimed at developing skills/knowledge in IT and TC.
  11. Lead the Emergency Telecommunications Cluster(ETC) at national level and coordinate with the lead government agency as well as national/global stakeholders regarding projects and capacity-building activities that have an ETC component.
  12. Represent the Emergency Telecommunications Cluster (ETC) within the humanitarian community and humanitarian country team.Coordinate with other UN agencies and cluster lead agencies in order to network, align activities and support possibilities of inter-agency collaboration in the field of IT and Telecommunications.

  1. 13. Interact effectively with colleagues and user groups to understand their needs and provide appropriate technical support for e.g. digital platforms and corporate applications.
  2. 14. Follow standard emergency preparedness and contingency planning practices to ensure WFP is able to maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
  3. 15. Contribute to the preparation of operational plans and deliver resource requirements at the onset of an emergency.
  4. 16. Other as required.

General Requirements:

Education: Advanced university degree in Computer Science, Electrical/Electronics Engineering or other relevant field, or First University degree with additional six years of related work experience or trainings/courses.

Language: Fluency in both oral and written communication in English and Nepali language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Five or more years of professional experience in the planning, design, development, implementation and maintenance of computer information systems or related services
  • Has assisted in the design and implementation of ITIL® service management systems for handling IT Help desk services.
  • Has performed user support activities resulting in timely, high-quality delivery of services to user community, including the emergency operations user community.
  • Has assisted with the specification, development, research and evaluation of IT systems.

OTHER SPECIFIC JOB REQUIREMENTS

  • Advanced training and/or experience managing ICT systems.
  • Sound knowledge of SAP-Citrix, Windows Server 2012 and virtualization platforms.
  • Working experience on network administration and telecommunications systems like PABX, V-Sat, BGAN, VHF and HF.
  • Monitoring and maintenance of electricity back-up systems, e.g solar, generators. 
  • Knowledge of Office365 tools, Sharepoint Online and server virtualization tools e.g. VMware or Hyper-V. 
  • General knowledge of UN system policies, rules, regulations and procedures.
  • Familiarity of digital information management platforms and applications and ITIL® service management certification and provision of telecommunication services in emergencies would be an advantage.
