ORGANIZATIONAL CONTEXT

Data Monitoring & Coordination is an important position in the emergency preparedness and response (EPR) Unit, which is responsible for the EPR project. The EPR project is a 3 year-project, with four distinct pillars; (1) Facilities & Equipment, (2) Information and Data Preparedness, (3) Skills and Training, (4) Institutional Strengthening. The incumbent reports to the EPR Project Manager and is responsible to collect EPR related information and data, perform basic analysis and prepare various EPR related project reports. The job holder will work under technical guidance of the WFP M&E and External Relations units.     

JOB PURPOSE

To perform specialized and standardized monitoring of EPR project activities, achievements, outputs, risks and challenges in consultation with WFP’s M&E Unit, provide performance updates to the EPR project manager to support operational decision making and timely submission of progress reports to donors in consultation with the External Relations Unit.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Supply Chain & EPR and direct supervision of the EPR Project Manager, the incumbent will be responsible for the following tasks:

Data monitoring (60%):

  1. Collect data on activities, achievements, outputs, risks and challenges from each EPR project pillar, conduct analysis and prepare reports (e.g. resource utilization, project status, performance) in accordance with the project logical framework, WFP corporate guidance and donors’ requirements.
  2. Monitor and update the EPR project annual work plan, milestones, indicators, risk register and contribute to risk analysis and mitigation to recommend improvements to the EPR Project Manager.
  3. Work and exchange information for internal EPR counterparts to support effective collaboration, project implementation and monitoring of ongoing project activities.
  4. Collect, analyze and compile tools and data to prepare the Emergency Preparedness Capacity Index (EPCI), a corporate tool to assess the impact of Government capacity strengthening activities.
  5. Support M&E Unit by preparing WFP’s annual reports (Standard Project Report’s) and ensure a coherent approach to monitoring and evaluation and data analysis.
  6. Maintain all the information in U drive in an appropriate filing system in line with the WFP’s corporate filing procedures.

Reporting (20%)

  1. Liaise with External Relations Unit to ensure a coherent approach to internal and external communication, contribute to press releases, success stories, media events and communication activities as needed.
  2. Prepare EPR project progress reports for Donor(s) (Monthly, Quarterly and Annual Reports) and WFP Corporate reports (e.g. Executive brief, country brief, supply chain bulletin) in coordination with External Relations.
  3. Prepare and disseminate various types of EPR project promotional documents to the donors, Government and other stakeholders.
  4. Update the EPR project communication plan to prepare a clear guideline regarding information management that defines what information is essential for the project, who is responsible to receive and disseminate what and to whom (to the key internal and external stakeholders).

Coordination support (20%)

  1. Assist management and the Civil & Military Coordinator to organize EPR project and other meetings (with government, stakeholders, donors) and prepare & disseminate meeting minutes.
  2. Information management activities in support of WFP’s responsibility as co-lead of the National Logistics Cluster and Logistics Cluster lead (such as cluster meeting minutes, updating contact lists, sit-reps during emergencies).
  3. Support logistics emergency preparedness and response activities including Logistics Capacity Assessments, EPRP and Contingency Plan updates, to support WFP's emergency preparedness and response in emergencies.
  4. Any other duties as and when required by the Emergency Preparedness Project Manager.

General Requirements:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Master degree in relevant field – business administration, development economics, project management, Supply chain management or communications is desirable.  

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and Skills:

  1. Experience with WFP corporate reporting and monitoring & evaluation systems.
  2. Understands WFP strategic objectives and the link to own work objectives.
  3. Flexibly adapts individual contributions to accommodate changes in direction from supervisors and internal/external changes.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum of three years work experience in M&E or information managment & reporting. Additional experience with Data Monitoring & Reporting and Coordination is desirable. 
  • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience analysing data (on commodities, funds, etc.) and drafting reports.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in assisting the preparation of contract documentation.
  • Experience in providing technical business support in corporate systems.
