ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ) or Country Offices (COs).  They report to the Division/Country Director or the designate, and are subject to overall normative and technical direction by the Chief Engineer, WFP Engineering in relation to all matters of engineering services and construction activities.

Job holders operate under the direct supervision of a more senior and experienced Engineer holding recognised accreditation as “Chartered Engineer” or “Professional Engineer”. They are involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.

JOB PURPOSE

To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.

KEY ACCOUNTABILITIES (not all-inclusive)

S/he will work under the supervision of Head of Engineering Unit in Country Office. S/he will provide construction and engineering expertise, quality control and Quality Assurance for the efficient delivery and quality outputs to WFP Programmes and Community Asset creation.

Engineering:

  • Provide technical guidance and technical support in the construction of micro infrastructures in support of Programme Unit and Engineer Section.
  • Contribute towards the analysis of project proposals to enable effective decision making on project technical feasibility.
  • Coordinate to facilitate the technical backstopping and monitoring support to partner’s construction activities.
  • Establish and maintain partnerships with internal and external stakeholders to effectively meet their technical/engineering needs in relation to WFP supported activities management.
  • Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
  • Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
  • Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
  • Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
  • Contribute to the implementation of WFP Policies, standards, norms and practices related to engineering field ensuring compliance with wider WFP policies, procedures, guidelines and operations.

Programme management support:

  • Provide specialized technical expertise and contribute towards the development of infrastructure related project activities, plans and processes within the specific technical area of work ensuring alignment with engineering standards and guidelines.
  • Provide assistance to SO, field based programme staff, government and cooperating partners within a range of specific and/or defined programme areas to ensure that the various community infrastructure related activities are performed within the established engineering design, standards and norms of WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a variety of reports and data analysis (e.g. resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to WFP standards and quality control/quality assurance.
  • Liaise with internal counterparts to ensure effective collaboration and supervise engineer elements of ongoing projects.
  • Other engineer functions as assigned by Project Manager Engineer and Country Programme Coordinator at Country Office.
  • Other as required.

General Requirements:

STANDARD MINIMUM QUALIFICATIONS

Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.

Language: National Professional: Excellent oral and written proficiency in English and Nepali.

Experience: Has a minimum of five (5) years working in the Construction industry (goverment, UN agencies, development partners, I/NGOs, private sector etc) since graduaion.

Knowledge & Skills:

  • Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
  • Has worked in Humanitarian projects demonstrating knowledge of engineering specializations in relation to seismic mitigation, rural infrastructure, effects of monsoons, or environmental requirements.
  • Has worked with UN Agencies and NGOs for a minimum of 6 months
  • Has experience in working in the rural areas of Province 3 and 7 of Nepal
  • Has participated in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes with increased level of responsibility.
  • Has provided input to policy discussions.
OTHER SPECIFIC JOB REQUIREMENTS
DELIVERABLES AT THE END OF THE CONTRACT:
WFP engineering outputs in the Province are to a high quality and have been achieved on time and within budget.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
  • Has attained advanced academic qualifications relevant to engineering.
  • Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
