Job Description

Program policy officer-1(pos)

Under the direct supervision of the Programme Policy Officer (CDP Coordinator), the Programme Policy Officer will have the overall responsibility of supervising the implementation of activities related to Capacity Development and Village Development Periodic Plan preparation contributing to the outputs of the Community Development Programme (CDP) implemented jointly in consortium partnership with RRN Nepal. 

 

Key Accountabilities:

  • Prepare Village Development Periodic plan (VDDP) of the selected VDCs in the eastern terai and mid and Far western Devolvement regions;
  • Conduct training on the capacity development activities including facilitation of participatory and strategic planning workshops as lead facilitator;
  • Project and deliver expert services to local governance institutions: DDCs, VDCs, Line agencies and civil society organization for their improved capacity building and effective service delivery system for livelihood improvement of rural poor.
  • Provide specialized expertise in the participatory planning processes at the local level to ensure alignment with the GoN’s 14-step participatory planning process while not compromising on CDP’s neutrality, pro-poor focus and the overall aim of improving local accountability.
  • Determine the necessary capacity and set up of implementing partners and government at all level in relation to planning and designing requirement of programme.
  • Ensure that programme annual activity plans are prepared based on the agreed milestone, monitor and report on the same.
  • In coordination with the Programme Policy Officer (CDP Coordinator), and team members contribute to prepare and disseminate annual work plans for the components related to capacity development programme including the milestones for the VDDP preparation. 
  • In collaboration with the respective programme team, prepare performance reports, indicating the achievement of work plan targets and expenditures in relation to CDP programme.
  • Ensure that programme activities are planned based on programme criteria and implemented effectively to meet programme targets.
  • Supervise the activities of programme and field staffs and ensure their adequate performance against targets in relation to VDP and capacity development component of the CDP.
  • Participate in periodic meetings with beneficiaries and other programme stakeholders at district, project-area and national levels in collaboration with the Coordinator.
  • Perform other related duties as required.

General Requirements:

Education:       

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Preferably Master degree in Sociology and Anthropology, Business Administration, Agriculture.

 

Language:       

Fluency in both oral and written communication in the English language and in the duty station’s language, if different.
