Job Description

KEY ACCOUNTABILITIES/RESPONSIBILITIES:
Under the technical guidance of the Programme Policy Officer (Food Fortification) (Kathmandu) and the direct supervision of the Programme Coordinator (Janakpur), the job holder will carry out the following tasks:

Capacity Strengthening

  • Provide technical and operational support to the Government at local and provincial level during planning, implementation, monitoring, evaluation and learning of nutrition programmes with an emphasis to nutrition-sensitive social protection (including Mother and Child Health and Nutrition), and nutrition in emergency, as well as inclusion of social and behaviour change communication works across the Multi-Sector Nutrition Plan implementation.
  • Support the development of nutrition programming as part of the Provincial and Local government’s annual planning processes.
  • Support needs assessment and organize/facilitate nutrition orientation, review workshop, training and refresher courses to help develop the capacity of Government personnel at different government tiers in coordination with the country office.
  • Participate as a resource person in training/orientation and/or consultative/advocacy meetings related to nutrition as required.
  • Provide support towards development or adaptation of Government guidelines, manuals, and protocols for nutrition programmes.
  • Provide support for the implementation of the Integrated Management of Acute Malnutrition Programme (IMAM), per national protocol during emergency and regular settings.

Coordination and Partnership

  • Attend local, district, and provincial Government fora and share information that enhance WFP’s collaboration with Government agencies and support building and sustaining effective collaborative relationships with government stakeholders.
  • Facilitate support to government and non-government partners (Cooperating Partners) implementing nutrition programmes.
  • As needed, support effective planning, implementation and follow up of shock-responsive social protection initiatives for vulnerable groups as per the national priorities/schemes.
  • Support the organization of nutrition advocacy meetings to lobby for increased resource allocation, strengthen multi-sectoral linkages, and promote best practices at local, district and provincial levels.

Monitoring, Evaluation and Reporting

  • Organize regular joint supportive supervision/coaching visits from different levels of Governments, followed by a review meeting to reflect on the observations of the joint visit.
  • Provide technical support to government personnel in regular reporting, analysis, interpretation, sharing and use of nutrition data from the Health Management Information System (HMIS/DHIS2) and other sources.
  • Support design and implementation of assessments, evaluations and/or research as needed.
  • Prepare and submit periodic progress reports to the Government and WFP country office.

Programme Support

  • Provide support to the country office in development of Concept of Operations to ensure the needs of the government are reflected in WFP’s emergency preparedness and response plan.
  • Support country office in periodic reporting along with weekly programme input, country brief and others.
  • Conduct other tasks as required, to support the day-to-day activities of the country office.

 

Job Specification

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Completion of secondary school education. A post-secondary certificate in related functional area and/or a bachelor’s degree in public health, nutrition or related fields is desirable

Experience:

  • At least six years of experience in Public Health Nutrition or related fields.
  • Experience providing technical assistance at national, provincial, or district level.
  • Experience and expertise in delivery of nutrition prevention and treatment programmes including social and behavior change communication.
  • Experience negotiating, training, communications, advocacy, and resource mobilization.
  • Knowledge and experience of UN and Government partnerships will be an asset.
  • Has collaborated with technical teams (i.e., nutrition), implementing programmes and observed or assisted with policy discussions.

Desired Skills:

  • Functional competencies in supporting designing/planning of nutrition-specific and nutrition-sensitive programming; nutrition emergency preparedness and response, child and maternal health, IYCF/MIYCN, IMAM, SBCC, among other.
  • Sound understanding of nutrition-related policies, and systems of Nepal
  • Good negotiation skills and ability to communicate effectively
  • Ability for perform well in cross-disciplinary teams.
  • Training and experience in utilizing computers and standard software packages and systems, such as MS Office.

Languages:

  • Fluency in both written and spoken Nepali and English languages. Knowledge of local languages will be an added value. Nepali Typing skill is an asset.
