Job Description

Key Responsibilities: The Program Specialist position will manage WVIN's urban programming portfolio in compliance with WVIN's sectoral and quality standards, Government's policies and industry norms. Program Specialist will be responsible for managing and monitoring the performance of VVVIN's urban programming staff and partner NGOs, ensuring that WVIN's staff and partner NGOs have access to appropriate technical and functional support, and managing relationships with key stakeholders including Local Governments and other organizations. She will also be responsible to provide technical support for organizational adaptation in urban programming and development of new urban project designs.

Minimum Qualifications and Experience required: A Master's degree in Urban Planning/ Development with 3-5 years' experience or Bachelor's Degree in Civil Engineering/ Architecture with more than 5 years of experience in urban planning or urban development for INGO/NGO; should have knowledge on trends and dynamics at the city level, and their connection to issues and needs at the local/community level, poverty dynamics. issues and contributing factors; Must have appreciation of rural/urban linkages especially aspects of urban poverty, slum programs and policies, service delivery for the poor, rural to urban migration, and urban governance; should be aware of city management and development plans or processes, familiarity with urban policies, strategies, institutions, and regulations; must have awareness of key sources of information around urban poverty and development, including government bodies, local & international organisations, academic institutions; Awareness of the various potential resources that can be applied to improve urban Child Well-Being, and where they can be sourced from; must have strong project management skills including the ability to plan and budget; Manage performance of partners and contractors; must have the ability to critically analyse results data and recommend programme improvements; experience in document writing, preparing publicity materials, knowledge on best practice collection and dissemination; his role will be required to travel for project/NGO/Donor monitoring and managing key relationships.

Core competencies for above position: Excellent oral and written English & Nepali; demonstrated proficiency in computer applications including use of Microsoft Office; ready to take initiatives and willing to work under pressure and exhibit a high level of flexibility; hold a high level of integrity and honesty, self-motivated, confident, and able to work independently; strategic, creative, collaborative and innovative thinking with decision making and problem solving skills; good understanding of humanitarian Sector; committed to World Vision Core Values and Mission Statement.
