Job Description

MAIN RESPONSIBILITIES

The anticipated roles and responsibilities of Sr. Communication and Monitoring Officer include but are not limited to the following:

COMMUNICATION AND KNOWLEDGE MANAGEMENT

  • Design, produce, and publish high-quality knowledge and communication materials tailored to various audiences like: universities, partners, government agencies, and communities.
  • Support the generation and dissemination of communication and knowledge products such as photos, interviews, manuals, notices, announcements, fact sheets, policy briefs, video documentaries, opportunity assessments, reports, presentations, brochures, banners, and other outreach materials.
  • Generate innovative ideas for producing theme- or issue-specific materials that promote research visibility and policy impact.
  • Ensure all communication materials comply with HERD International’s branding, formatting, and visualization standards.

MONITORING, EVALUATION, RESEARCH, AND LEARNING (MERL)

  • Strengthen MERL systems by designing and implementing robust data collection tools, methodologies, and protocols aligned with project indicators and learning objectives.
  • Monitor project progress and results through baseline and endline surveys, field visits, routine monitoring systems, and stakeholder feedback mechanisms.
  • Ensure data quality assurance (collection, entry, verification, analysis, reporting) and lead data processing including cleaning, coding, validation, and automated quality checks.
  • Analyze quantitative and qualitative data to generate actionable insights for adaptive management, strategic decision-making, and policy advocacy.
  • Support capacity strengthening of project staff and partners on MERL systems, data management, reporting standards, and learning practices.
  • Produce high-quality evidence products (reports, briefs, presentations, knowledge products) ensuring compliance with donor requirements and organizational quality standards.

PROJECT MANAGEMENT AND COORDINATION

  • Work closely with the Project Manager and coordinate project activities across different workstreams to ensure efficient delivery of project activities, including knowledge management, communication, and monitoring outputs.
  • Develop and implement project work plans, monitoring frameworks, and communication strategies in coordination with the Project Manager and relevant team members.
  • Support the team in organizing and conducting stakeholder and partner coordination meetings, exchange visits, training sessions, and workshops.
  • Prepare regular monthly, quarterly, and annual progress reports for internal and external stakeholders, supporting evidence-based decision-making and program improvement.
  • Collaborate closely with partners and government stakeholders to support research, monitoring, and data system strengthening.
  • Ensure all project activities comply with donor, partner, and organizational policies and standards.

ORGANIZATIONAL DEVELOPMENT AND TEAM CONTRIBUTION

  • Actively participate in organizational meetings, trainings, workshops, and seminars to contribute to both project-specific and strategic initiatives.
  • Support the implementation of organizational policies and guidelines, ensuring adherence to best practices and compliance standards.
  • Contribute to a positive and collaborative team environment by sharing information, supporting colleagues, and fostering collective problem-solving.

The above list of responsibilities is not comprehensive, and the Sr. Communication and Monitoring Officer may be required to take on additional responsibilities, as determined by the Line Manager or other team members, to meet activity/organizational needs and requirements.

Job Specification

BASIC REQUIREMENTS

These foundational qualifications and experiences ensure the Sr. Communication and Monitoring Officer can effectively contribute to HERD International’s project.

  • A Master’s degree in Agroecology, Entomology, Horticulture, or a related discipline with a strong focus on quantitative research methods from recognized institution.
  • At least five years of progressive experience in communication and monitoring activities within agricultural research/development projects.
  • Excellent written and spoken communication skills in Nepali and English.

CORE COMPETENCIES NEEDED TO EXECUTE THE TERMS OF REFERENCE

  • These specific skills and expertise align with the Sr. Communication and Monitoring Officer’s responsibilities to support the Darwin Extra Nepal Pollination Project.
  • Academic knowledge and professional experience in agroecology, horticulture, and/or insect pollination.
  • Strong communication skills, including report writing, presentation of monitoring results, development of IEC materials, and preparation of research, policy, and knowledge briefs tailored to stakeholder needs.
  • Proficiency in Microsoft Office applications (MS Word, MS Excel, MS PowerPoint).
  • Experience using electronic data collection platforms (e.g., CommCare, ODK, Kobo Toolbox) and managing multi-sectoral datasets.
  • Demonstrated ability to design and implement quantitative data collection tools and analyze data using SPSS, STATA, R, or Python.
  • Excellent interpersonal and cross-cultural collaboration skills, with proven experience working effectively with government agencies, academic institutions, and NGO partners.
  • Strong adaptive management, teamwork, and problem-solving skills.
  • Results-oriented, proactive, and able to work under pressure while maintaining quality and meeting deadlines.
