Job Description
MAIN RESPONSIBILITIES:
The anticipated roles and responsibilities of Senior Officer Health Systems include but are not limited to the following:
Research and Analysis
- Conduct comprehensive review and analysis of health sector policies, strategies, guidelines, and reports at national and sub-national levels to identify gaps, strengths, challenges, and opportunities within existing policies and frameworks.
- Perform context analysis to assess needs, capacities, and gaps in health system components, particularly human resources for health (HRH) and determine root causes to co-design innovative solutions with health system stakeholders and communities.
- Apply health systems thinking tools and frameworks to review evidence, design actionable strategies, and propose a roadmap outlining priority interventions to address identified gaps.Coordinate regularly with the Ministry of Health and Population (MoHP) and relevant stakeholders to plan activities, monitor progress, and ensure alignment with national priorities.
- Facilitate policy dialogues and consultations with MoHP officials and key stakeholders to discuss gaps and identify strategic areas for health system strengthening focusing on HRH and other priority areas.
- Develop and deliver high-quality knowledge products, including synthesis papers, policy briefs, advocacy materials, and technical reports, to provide timely evidence for decision-making and action.
- Support research uptake and advocacy efforts by collaborating with communication and research uptake team to disseminate findings and propose policy recommendations.
- Provide technical guidance to project teams, ensuring timely implementation, proper documentation, and adherence to project standards.
- Synthesize data from multiple sources and prepare timely reports on project activities, progress, and lessons learned for internal and external stakeholders.
- Represent the organization in high-level meetings, workshops, and policy dialogues, fostering partnerships and promoting evidence-informed decision-making.
Teamwork and Additional Duties:
- Contribute to team-based activities, work collaboratively, share information openly, and pursue common goals with colleagues, partners, and stakeholders.
- Participate in different meetings, trainings, workshop, events and seminars as required for the organization.
The above list of responsibilities is not comprehensive, and the Senior Officer – Health Systems may be required to take on additional responsibilities, as assigned by the Line Manager or other team members, to meet activity/organizational needs and requirements.
Job Specification
BASIC REQUIREMENTS:
These foundational qualifications and experiences ensure the Senior Officer Health Systems can effectively contribute to HERD International’s Research Team and its data-driven initiatives.
- Master’s degree in Public Health, Health Policy and Planning, Health Systems Management, or related field.
- Minimum of 5 years of progressive experience in health systems research, policy analysis and evidence synthesis.
- Comprehensive understanding of Nepal’s federal health governance structure and health system components across national, provincial, and local levels.
- Demonstrated expertise in analytical writing with a proven track record of producing policy briefs, technical reports and advocacy materials.
- Excellent communication and coordination skills, with experience of engaging with government officials and diverse stakeholders.
- Fluency in written and spoken English and Nepali Language.
- Sensitivity to Gender and Cultural Considerations: Commitment to gender equality, diversity, and inclusion in policy and research practices.
