Background

HERD International is a dynamic national organization, established to promote evidence informed policies and practices for sustainable development in health, environment and social sectors to improve quality of life. Guided by its core principles of Efficiency, Execution, and Empowerment, the organization works closely with local, provincial, national, and international stakeholders. Recognizing the critical importance of a well-functioning health workforce system, HERD International engages in strengthening evidence generation and application to support improvements in health workforce planning, management, and policy processes. To further enhance this work, HERD International seeks to engage a part-time consultant in Human Resource for Health (HRH) to provide technical expertise in HRH analysis, strategy development, and systems strengthening.

Key Responsibilities:

The part-time consultant will perform the following key tasks:

  • Analyse Human Resources for Health (HRH) policies, strategies and practices to identify options for improving health workforce ecosystems.
  • Support developing HRH strategies, planning tools, and guidelines.
  • Support co-creating practical solutions on HRH management and developing their implementation frameworks
  • Explore strategic choices of strengthening recruitment planning, deployment, retention and performance management approaches.
  • Facilitate HRH management related planning workshops, policy dialogue and consultation sessions.
  • Contribute to evidence generation and synthesis to inform the decision-making.

Job Specification

Qualification, competencies and experience:

The consultant should possess following:

  • A minimum of a Master’s degree in Public Health, Health Systems, Health Science or a related field; a PhD is preferred.
  • At least 10 years of relevant professional experience in related domains.
  • Strong analytical, facilitation, and communication skills with the ability to engage diverse stakeholders.
