Position: Governance and Health Systems

Background

HERD International is a dynamic national organization, established to promote evidence informed policies and practices for sustainable development in health, environment and social sectors to improve quality of life. Guided by its core principles of Efficiency, Execution, and Empowerment, the organization works closely with local, provincial, national, and international stakeholders. HERD International is engaged in advancing evidence-informed policies, strengthening health systems, and enhancing the generation and translation of research to support national and sub-national decision-making. To enhance its technical capacity in governance, health taxation and health systems strengthening, HERD International seeks to engage a part-time consultant who will provide targeted expertise to support ongoing research, policy analysis, strategic planning, stakeholder engagement and system strengthening initiatives. This engagement aims to ensure timely delivery of high-quality technical inputs and contribute to the organization’s mission of advancing evidence, innovation, and effective stakeholder engagement for better health outcomes.

Key Responsibilities:

The part-time consultant will perform the following key tasks:

  • Conduct assessments of governance structures and health system functions.
  • Provide recommendations to strengthen accountability, efficiency, and equity in the health sector.
  • Provide technical support in development of system-level policies, guidelines and frameworks.
  • Facilitate stakeholder engagement and capacity-building sessions.
  • Contribute technical insights to reports, tools, and strategic planning documents.

Job Specification

Qualification, competencies and experience:

The consultant should possess following:

  • A minimum of a Master’s degree in Public Health, Social Sciences, or a related field; a PhD is preferred.
  • At least 10 years of relevant professional experience in the subject areas.
  • Excellent analytical and communication skills
