Job Description

Background

HERD International is a dynamic national organization, established to promote evidence informed policies and practices for sustainable development in health, environment and social sectors to improve quality of life. Guided by its core principles of Efficiency, Execution, and Empowerment, the organization works closely with local, provincial, national, and international stakeholders. HERD International is actively involved in strengthening policy processes, advancing evidence generation, and supporting strategic planning to enhance decision-making at national and sub-national levels. To further strengthen its technical capacity in health policy development, strategic planning, and health systems design, HERD International seeks to engage a part-time consultant who will provide targeted expertise. This engagement will support high-quality policy analysis, planning support, stakeholder engagement, and the development of actionable policy and strategic guidance contributing to improved health outcomes.

Key Responsibilities:

The part-time consultant will perform the following key tasks:

  • Support formulation and review of national/sub-national health policies and strategic plans.
  • Conduct policy analysis, need assessments, and evidence synthesis.
  • Provide strategic support in producing policy briefs, planning frameworks, and implementation guidelines.
  • Facilitate planning workshops, policy dialogues and consultations sessions.
  • Provide technical support to enhance policy coherence across three levels and results-oriented implementation.

Job Specification

Qualification, competencies and experience:

The consultant should possess following:

  • A minimum of a Master’s degree in Public Health, Public Policy, Social Sciences, or a related field; a PhD is preferred.
  • At least 10 years of relevant professional experience in related domains. 
  • Strong analytical, communication, facilitation, and report-writing skills.
