Job Description

MAIN RESPONSIBILITIES:

The anticipated roles and responsibilities of Health Financing and Evidence Analyst include but are not limited to the following:

Research and Analysis

  • Review national policies, laws, and regulations related to health taxation, sugar sweetened beverages (SSBs), and industrial trans-fat control.
  • Conduct stakeholders mapping and analyse their interests, influence, and power dynamics.
  • Review existing literature and good practices on taxation and regulatory measures focusing on SSBs and industrial trans-fats.
  • Extract, analyze, and interpret relevant data to inform technical reports, policy briefs, and advocacy materials.
  • Synthesize evidence and develop advocacy materials, including briefs, infographics, and presentations, to support evidence-informed decision-making.
  • Configure and conduct economic modeling to assess the fiscal, health, and equity impacts of health taxation.
  • Engage with stakeholders and contribute to the co-creation of contextually suitable interventions that promote a healthier food environment.
  • Facilitate stakeholder consultations, policy dialogues, and advocacy engagements to promote policy uptake and multisectoral collaboration.
  • Contribute to internal planning, coordination, and alignment of activities across health financing and fiscal policy initiatives.
  • Document progress, capture lessons learned, and support monitoring of milestones and deliverables.
  • Provide inputs for strategic communication linking health taxation to NCD prevention, health equity, and domestic resource mobilization.
  • Support capacity building and knowledge sharing on fiscal policy, economic modelling, and evidence-based advocacy.

Reporting and Documentation:

  • Prepare reports, policy briefs, advocacy materials, and organizational reports.
  • Ensure proper documentation of all activities with sufficient proof documents.

Teamwork and Additional Duties:

  • Contribute to team-based activities, work collaboratively, share information openly, and pursue common goals with colleagues, partners, and stakeholders.
  • Participate in different meetings, trainings, workshop, events and seminars as required for the organization.

 

The above list of responsibilities is not comprehensive, and the Health Financing and Evidence Analyst may be required to take on additional responsibilities, as assigned by the Line Manager or other team members, to meet activity/organizational needs and requirements.

Job Specification

BASIC REQUIREMENTS:

These foundational qualifications and experiences ensure the Health Financing and Evidence Analyst can effectively contribute to HERD International’s Research Team and its data-driven initiatives.

Educational Qualifications: Master’s degree in Public Health, Health Economics, Public Policy, or a related discipline from a recognized institution.

Professional Experience: Minimum of five years of progressive experience in health systems and financing with sound analytical skills and evidence synthesis and stakeholder engagement

Understanding and Knowledge: Clear understanding of Nepal’s health system, public financing mechanisms, and NCD-related policy frameworks.

Language Proficiency: Fluency in written and spoken English and Nepali.

Sensitivity to Gender and Cultural Considerations: Commitment to gender equality, diversity, and inclusion in policy and research practices.
