Position: Health Taxation and Legislative Reform

HERD International continues to advance evidence-informed policy processes, support legislative reforms, and strengthen system-level decision-making aimed at improving public health outcomes. To further enhance its technical capacity in the areas of health taxation, public policy, and legislative reform, HERD International seeks to engage a part-time consultant who will provide specialised expertise to advance research, policy analysis, legal review, stakeholder consultations, and reform-oriented initiatives. This engagement will support the delivery of high-quality technical inputs aligned with the organization’s mission of promoting impactful evidence, innovation, and effective policy engagement.

Key Responsibilities:

The part-time consultant will perform the following key tasks:

  • Provide technical advice on legal frameworks related to public policy, health taxation, and regulatory compliance
  • Review relevant acts, regulations, and guidelines and recommend necessary amendments or updates.
  • Support evidence generation and synthesis to inform policy and legislative frameworks.
  • Draft policy recommendations, reform proposals, and consultation documents.
  • Coordinate with stakeholders and facilitate policy dialogues and consultation sessions.

Job Specification

Qualification, competencies and experience:

The consultant should possess following:

  • A minimum of a Master’s degree in Public Health, Law, Public Policy, Social Sciences, or a related field; a PhD is preferred.
  • At least 10 years of relevant professional experience in related domains.
  • Excellent analytical, legal drafting, communication, and stakeholder engagement skills.
