To strengthen evidence-based decision-making in the health sector, HERD International seeks to enhance analytical and economic capacity to guide policy, program design, and resource allocation. The organization recognizes the critical role of health economics and decision science in informing priority-setting, evaluating interventions, and optimizing the use of limited resources. To support these objectives, HERD International seeks to engage a part-time consultant in Health Economics and Decision Science to provide technical expertise in economic evaluations, cost-effectiveness analyses, impact assessments, and decision support tools, as well as to build organizational capacity in these areas.

Key Responsibilities:

The part-time consultant will perform the following key tasks:

  • Contribute in designing economic evaluations, cost-effectiveness analyses, and impact assessments.
  • Provide technical support for priority-setting and resource allocation.
  • Develop economic models and conduct sensitivity analysis to inform policy decisions.
  • Prepare technical reports and briefs highlighting policy choices for decision making.
  • Support capacity building on health economics and decision-making tools.

Job Specification

Qualification, competencies and experience:

The consultant should possess following:

  • A minimum of a Master’s degree in Health Economics, Economics, Public Health, or a related field; a PhD is preferred.
  • At least 10 years of relevant professional experience economic evaluation, health policy analysis, or decision science in the health sector.
  • Experience in designing economic models, conducting cost-effectiveness analyses, and performing sensitivity analyses for health interventions
  • Strong analytical, facilitation, and communication skills with the ability to engage diverse stakeholders.
