Context: 
Under the overall supervision of Senior Resource Management Officer and direct supervision of the National Finance Officer in Kathmandu, Nepal, the incumbent will be responsible for providing finance support services to the mission’s activities.
 
Core Functions / Responsibilities: 
  • In close coordination with the National Finance Officer, ensure that IOM financial policies and procedures are correctly applied in the mission.
  • Prepare payment request with proper verification of support documents and invoice verification. Enter transaction in PRISM with correct GL (General Ledger) and cost projectization ratio as per IOM Nepal rule.
  • Reconcile and review payable/receivable vendor's account and ensure clearing procedure have been made on specific time according to contract or PO (Purchase Order). Follow up with outstanding advances. Monitoring and follow up with procurement department for clearance of commitments due on/before closing of running month.
  • Deal with the bank as necessary, including monitoring the mission’s balances in the bank; checking the Bank Balance every day. Ensure that payments and other financial transactions are done in a timely and efficient manner;
  • Proper recording/filing of hard copy of financial documents.
  • Ensure travel claim by staff follows correct DSA (Daily Subsistence Allowance) rate, exchange rate with all support documentation. Ensure correctness of disbursements and adherence to IOM accounting rules and procedures; 
  • Handling of VAT (Value Added Tax) Refund transaction with necessary follow up with government staff and posting in the system.
  • Handle the S2B (Straight to Bank) transaction, Follow up the payment, Due settlement in timely manner. Inform the vendor for the payment. Ensure that supporting documents, signatures and other requirements are complete. Be responsible for issuance of receipts, liaising with vendors and debtors regarding payment instructions, and maintenance of orderly filing of accounting documentation.
  • Back support to cashier in absence of Cashier.
  • Make smooth operation in close co-ordination with banks, Preparation Bank transfer amendment letter for account/beneficiary correction; submit the support documents for bank for the outward payment. 
  • Provide guidance and training to new/junior staff in the unit.

Required Qualifications and Experience:
 
Education
Secondary Education preferably in Accounting or Commerce with 5 years of experience 
Bachelor’s degree with 3 years of experience.
 
Experience
  • Knowledge of IOM accounting systems, PRISM-FI software and procedures a distinct advantage;
  • Ability to prepare clear and concise reports and to analyse and interpret source information and data;
  • High level of computer literacy is required, particularly in IOM computerized accounting systems. Good knowledge of MS office, specifically EXCEL;
  • Good communication skills. Personal commitment, efficiency, flexibility, drive for Results, respect for diversity and creative thinking. Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds are a requirement.
 
Languages
Fluency in English, Nepali is required.
