Job Description

1. Design project M&E System

  • Design and implement result based MEAL system to generate timely information to implementing partners and management.
  • Develop common indicators, M&E plans, data collection tools, evidence-basedprocesses, knowledge management plans.
  • Contribute to develop strategies and tools to improve staff member’s ability to collect, review and analyze data.
  • Ensure that women and vulnerable community members are included in MEALactivities.

2. Implement M&E System

  • Provide technical support to project staff on implementing M&E plan and logical framework.
  • Liaise with project management to collect and analyze data and to determine progress achieved.
  • Produce quality reports and share success stories, lesson learned and best practices on regular basis.
  • Undertake field visit to monitor project implementation and identify bottlenecks.
  • Support project team to conduct baseline, mid-term and final evaluation and ensure quality methodology and analysis as well as timely delivery.
  • Serves as focal person for implementation of knowledge management and learning.


3. Capacity Building in M&E

  • Provide technical support to staff members for all M&E related activities.
  • Train staff members on M&E concepts, skills and tools.
  • Work closely with staff members and build their capacity for proper data management.
  • Contribute to develop manuals, users guide, training materials for staff related to M&E systems and analysis.

4. Quality Assurance

  • Develop ToR for assessments (Baselines, Midterm Review, End Line Surveys and other thematic studies).
  • Design and review project monitoring and report forms and oversee the management of data for regular reporting on project progress.
  • Review proposals and reports of Implementing Partners (IP).
  • Provide technical input on IP reports to meet donor and GNI Nepal requirements.
  • Work with project team to ensure that lessons learned from project evaluations are documented properly.
  • Track target versus achievement.

JOB SPECIFICATION:

  • Master degree in relevant field with three years of experience in humanitarian and/or development organization in designing, implementing and overseeing monitoring and evaluations task.
  • Strong statistical skills including knowledge of Microsoft applications.
  • Experience in conducting impact studies including tool design, data analysis, innovative reporting and documenting best practices for organizational learning.
  • Experience of developing result framework including experience in developing M&E systems.
  • Experience of quantitative and qualitative data collection/survey design, implementation and analysis.
  • Strong participatory management and supervision skills including interpersonal, communications, training and facilitation skills.
  • Work experience in the Far West Development Region of Nepal would be an asset.
  • Good knowledge of the English language along with writing and communication skills.
