Job Description

Background:
Good Neighbors International (GNI) is an international, non-profit humanitarian organization established in 1991 and working in 37 countries around the world. It is headquartered in South Korea. GNI has fundraising offices in the USA, Korea, and Japan, and an International Cooperation Office in Geneva. GNI currently implements 318 community development projects (CDPs), covering a variety of areas including rural development, income generation, health, water, sanitation and hygiene, child education, protection, disaster risk reduction as well as advocacy and network building to improve the impact of the projects, thereby benefitting approximately 16.8 million people, including 9.6 million children. Good Neighbors International is working in Nepal since 2002 in community development sector. GNI Nepal has been working in Nepal since 2002 with the objective of improving lives of poor people, especially children through education, income generating activities, health services, child protection, disaster risk reduction, advocacy and network building. Currently, GNI Nepal has been operating in 17 districts.

The MEAL Coordinator will work under direct supervision of MEAL Manager and close coordination with all Divisions, Departments, District Offices, and Implementing Partners.

JOB DESCRIPTION:

The MEAL Coordinator will be responsible for implementation of MEAL related activities as well as providing timely and relevant information to Departments, District/Project Offices and Implementing Partners (IPs).

1. Design MEAL System

  • Facilitate to design and implement result based MEAL system.
  • Assist to develop integrated user-friendly database/software for MEAL.
  • Facilitate to develop detailed MEAL budget and calendar of MEAL related activities.
  • Assist to develop program and operational reporting templates to capture required information about target vs. achievement.

2. Implement MEAL System

  • Provide technical support to Program Departments, District/Project Offices and Implementing Partners on implementing MEAL plan and logical framework.
  • Liaise with District/Project Offices and IPs to collect, analyze data and to determine progress achieved.
  • Undertake field visit to monitor project implementation, identify bottlenecks and provide feedback for improvement.
  • Support to conduct baseline, mid-term and final evaluation and ensure quality methodology and analysis as well as timely delivery.
  • Support to ensure the quality delivery as well as reports of study (baseline, assessment, evaluation, etc.) conducted by the organization and projects.

3. Capacity Building in MEAL

  • Provide technical support to staff members as well as implementing partners for all MEAL related activities.
  • Train staff members on MEAL concepts, skills and tools.
  • Work closely with staff members and build their capacity for proper data management.
  • Contribute to develop manuals, user’s guide, training materials for staff related to MEAL systems and analysis.

4. Quality Assurance

  • Develop ToR for assessments (Baselines, Midterm Review, End Line Surveys and other thematic studies).
  • Develop monitoring and reporting forms and oversee the management of data for regular reporting on project progress.
  • Review proposals and reports of Implementing Partners (IP) and consultants.
  • Provide technical input on Implementing Partner’s reports to meet donor and GNI Nepal requirements.
  • Work with Program Departments to ensure that lessons learned from project evaluations are documented properly.
  • Track target versus achievement, and prepare periodic reports.

5. Information Management
Assist to produce IEC/BCC materials for the visibility of organization.
Develop and be involved pro-actively in designing and handling communication materials, pamphlets, flyers, posters and others as required.

6. General

  • Conduct field visits as and when required.
  • Organize and facilitate various events such as meetings, workshops, conferences, and seminars.
  • Carry out other duties and responsibilities assigned by the supervisor.

JOB SPECIFICATION

  • Master degree in relevant field with three years of experience in humanitarian and/or development organization in designing, implementing and overseeing MEAL related task.
  • Hands on experience of managing database software.
  • Strong statistical skills including knowledge of Microsoft applications.
  • Programmatic experience in cooperative and microenterprise development, public health, education and child protection sector will have added value.
  • Experience of quantitative and qualitative data collection/survey design, implementation and analysis.
  • Good interpersonal, communications, and facilitation skills.Working knowledge of the English language along with writing and communication skills.
