Provincial Laboratory Officer is responsible for providing support to Provincial Public Health Laboratory (PPHL) to strengthen its capacity to function as a provincial reference laboratory for TB, HIV and Malaria. He/she will also be responsible for ensuring utilization and quality of diagnostic services related to TB, HIV and Malaria in the respective province through enhancing capacity of Palika and province mechanism in province 2.

Location: Based in Provincial Public Health Laboratory (PPHL), Province 2

Key Areas of Accountability:

  • Provide support to respective Provincial Public health Laboratory (PPHL) in strengthening its capacity to function as a reference laboratory for TB, HIV and Malaria.

  • Explore better practices of local government and provincial government and facilitate to improve laboratory management, monitoring and control mechanism of the respective government in the close coordination with health authorities and governing body of respective sites.

  • Support to develop guideline and procedure for the efficient management of lab in province and in palika.

  • Provide support to respective PPHL in establish Quality Assurance (QA) units for TB, HIV and Malaria diagnostics. Analyze quality tendency of laboratory service.

  • Provide support to PPHL in implementing External Quality Assessment (EQA) of diagnostic services for TB, HIV and Malaria.

  • Coordination and communication with laboratory teams at NPHL, NTCC, EDCD and NCASC on laboratory related issues.

  • Conduct monitoring and supervision visits to health facilities with TB, HIV and Malaria diagnostic services in the province and provide onsite coaching and mentoring to laboratory personnel.

  • Ensuring regular supply of test kits, reagents, cartridges and other laboratory consumables to health facilities.

  • Coordinate and support for training of laboratory personnel on TB, HIV and malaria diagnostic services.

  • Laboratory data consolidation and reporting.

  • Coordinate for preventive and other maintenance of the concerned laboratory equipment at health facilities.

  • Ensure infection control measure are followed by laboratory personnel at healthcare facilities.

  • Ensure proper collection, packaging and transportation of biological specimens from health facilities to reference laboratories.

  • Provide support to laboratories in implementing Laboratory Assurance System.

  • Coordinate with laboratory expert stationed at SCI CO on related technical issues.

Job Specification

Qualifications and experience

  • Bachelor’s Degree in Medical Laboratory Technology or related field

  • Minimum 3 years (2 years for GSI group*) professional experience in medical laboratory

 *GSI group include Female, Dalit, Madhesi, People with Disabilities and other indigenous/minorities.
