Position: Technical Manager- Child Rights Governance and Child Protection

KEY AREAS OF ACCOUNTABILITY:

PROJECT/PROGRAM IMPLEMENTATION

  • Overall responsible to take lead in high quality implementation of interventions or initiatives under CRG and CP of all existing as well as upcoming CRG and CP projects ensuring quality partnership with all relevant government line agencies and civil society partners including but not limited to : the Ministry of Social Development, Ministry for Internal Affairs and Law, Chief Attorney Office, Palikas, provincial level Child Rights Committee (once it is set up), WCPC, Province level focal points of NHRC, and relevant alliances, networks, partners, including public and private. This involves both funding and non-funding partnership management with these agencies with an aim to strengthen child rights and child protection system in Province 2.

  • Manage overall/all aspects of the implementation of the existing projects ‘Reducing Child, Early and Forced Marriage’, Sponsorship Programming and provide required support to project team and PC-CP to ensure its high-quality implementation in Province 2.

  • Provide support to partners NGOs for smooth program delivery process of projects/ program on CP and CRG through coaching, mentoring, workshop, training and monitoring

  • Establish partnership with other province level government agencies, including those created as part of the federalisation process, as well as non-government and private sector institutions, as required by the designs of existing as well as upcoming CRG and CP projects.

  • Ensure programmatic linkages/coordination between projects implemented in Province 2 including providing technical input to project teams of concerned CP/CRG projects in Province 2.

  • Ensure Province 2 based civil society networks and the structure of National Human Rights Commission appropriately and adequately use the UN Accountability Mechanisms provided by the Universal Periodic Review (UPR) and the CRC reporting processes to advance the implementation of children’s rights in Nepal. This area of work includes, but not limited to, the following:

    • Facilitate and support Province 2 based civil society organisations/networks to prepare strategic interventions/advocacy strategies to follow up the government on the implementation of UPR recommendations related to children and Concluding Observations from the Committee on the Rights of the Child

    • In close collaboration with Province 2 based civil society networks and the structure of National Human Rights Institutions, undertake research/studies to find out implementation status of UN recommendations and proactively use them for provincial level advocacy purposes

    • Provide technical support to the provincial government, proactively and as necessary, to design actions plans for implementation of UN recommendations, as well as advocate for the incorporation of such recommendations in relevant government laws, policies, periodic plans and budgets

    • Disseminate the UN recommendations to partners and children at the Province, district and Palika levels as relevant, and in the language appropriate to them, and support and facilitate them for advocacy on issues relevant for them    

PROGRAM/PROPOSAL DEVELOPMENT

  • Support PDQ colleagues to develop new projects/programs for CRG and Child Protection including through providing learning, best practices, etc from the field interventions.   

  • Help project colleagues at Eastern Field Office to develop quality benchmark for activities/interventions on CRG and Child Protection and revise/update them to continuously improve them, in close coordination with the CRG/CP team and MEAL team

  • Support to develop, in coordination with the CRG/CP team, detailed guidelines for the implementation of projects

PLANNING/REPORTING

  • Ensure that donor and other internal reporting of all CRG and Child Protection projects based in Province 2 (including sponsorship).

  • Contribute from Eastern Field Office actively in the process of getting Country Annual Planning and Country Annual Reporting, including compiling plans/reports of the CRG and Child Protection sectors

KNOWLEDGE MANAGEMENT

  • Keep him/herself abreast of national/international development on CRG and Child Protection issues including on child participation and international reporting mechanisms and use this in designing programs as well as for advocacy and formulating quality benchmark for activities/interventions as relevant  

  • Engage CP/ CRG related assessment/ studies/ research and share its findings

 CAPACITY BUILDING

  • Regularly assess the capacity gaps of concerned partners and SC staff under CP/CRG at Eastern Field Office and build capacity building plan together with HR and Associate Director- Eastern Field Office.

  • Contribute in developing capacity building for CRG and Child Protection staff of Eastern Field Office and partner on Child Protection and CRG together with PDQ Advisor – CP/CRG.  

REPRESENTATION:

  • Represent SC Eastern Field Office and CP/CRG Operation team to government, international agencies, networks and donors’ forums at province 2 level as required and advised by the Associate Director- Eastern Field Office.

  • Maintain close relationship with GOs, I/NGOs, line agencies & donors to ensure that projects and programs under CP/CRG at province 2 level are implemented in an effective and coordinated manner and maintain good public relations

  • Represent organization in different forums such as CP IAWG, Protection cluster, AIN Child protection working group etc as required (and if it exists) in line with organizational objectives and goals

 OTHER

  • Other tasks as requested by the Associate Director – Eastern Field Office  

  • Support the Save the Children Humanitarian responses where appropriate, ensuring timely and quality responses in line with international standards and technical best practice.

  • Work as focal person of Save the Children’s dual mandate of development programs as well as perform as a leader in emergency preparedness and respond to mothers and children in the region especially on protection cluster.

Job Specification

Qualifications and Experience

  • Master’s Degree in Social Sciences or related field or demonstrable commensurate experience

  • At least 7 years of working experience in relevant field, including at least 4 years in senior leadership position.

  • Strong leadership abilities, leading and inspiring others

  • Excellent understanding of key issues and strategies CRG and Child Protection

  • Excellent skills on project management, including managing budgets

  • Excellent inter-personal communication skills

  • Good supportive supervision skills, developing self and others

  • Demonstrated ability to deliver results, engage in effective and collaborative problem solving and decision making, and foster program innovations and adaptations

 Desirable:

  • Advanced knowledge about CRG and Child Protection context in Nepal with strong networks with government line agencies, civil society networks, I/NGOs and development partners at national level.
