Job Description

Under the direct supervision of Sr. Director -Save the Children, in close coordination with Technical Advisors, PSM, M&E, Finance and Program team of all provinces, the Program Manager will be responsible for overall planning, implementation, monitoring and reporting of CR19M grants. The Program Manager will liaise closely with the Sr Managers/Managers in the field and the entities to ensure effective coordination and communication arrangements are in place for implementing  CR19M activities.  In specific, the Program Manager will be responsible for the key areas of accountability listed below.

Key Responsibilities

  • Take the key role as a focal person from Save the Children/Global Fund for core COVID (CR19M) related activities.

  • To provide overall management support to PSM, M&E, Technical, Finance, and provincial program team assigned for CR19M activities.

  • The Program Manager acts as a catalyst between the Sr Managers/Managers in the field and the entities to ensure effective coordination and communication arrangements are in place for implementing CR19M activities. 

  • Manage the overall planning and implementation of COVID grant in close coordination with relevant Departments/units at Save the Children and externally with the Ministry of Health and Population and other related entities.

  • Ensure the activities are implemented according to the agreed work plan/timeline and sort out if any changes are needed in the due course of the grant cycle.

  • Ensure that all information related to CR19M grants (operational, finance, and logistical are available as required.  Project reports and compiled and submitted on time.

  • Ensure timely quality reporting to Save the Children, CCM, and Global Fund for CR19M grant.

  • Liaise closely with government agencies, external development partners, and civil society organizations to ensure smooth collaboration and delivery of services as per the plan.

  • Foster and facilitate collaboration and coordination among stakeholders to avoid duplication of Global Fund resources in response to COVID.

  • Ensure proper coordination, collaboration, and communication among SR, local / Province Government, and province team for the efficient operation of the C19RM project.

  • Oversee the overall implementation of the COVID grant and work with other team members for timely completion of all planned activities.

  • Ensure, in close coordination with the PSM team, that all procurements under the COVID grant are made within a given timeframe and monitor the procurement process, ensure timely supply chain and the beneficiaries receive the services/items.

  • Represent Save the Children/Global Fund in COVID-related task force, cluster meetings.

  • Provide regular COVID and CR19M grant implementation updates internally within the Global Fund team, Save the Children, and other relevant external meetings/agencies.

  • Ensure, in close collaboration with the M&E team, in receiving and analyzing the grant-specific data and implement research-related activities.

  • Ensure overall grant implementation and performance is informed by the latest program data, periodic performance reviews, and an effective risk mitigation strategy

  • Provide support to Technical Advisor and Program team, in timely implementation of HIV, TB, and Malaria-related activities planned under COVID grant.

  • Provide programmatic and technical support to the PSM team in preparing the specifications, bid documents, and other explanations related to procurement under the COVID grant.

  • Conduct routine monitoring visits to ensure that the COVID-related activities are conducted on time and supplies are delivered timely with good quality.

  • Ensure proper documentation of lessons learned and best practices under the COVID grant in close coordination with the program, M&E, and other team members.

Job Specification

Qualifications and experience

  • Master's degree in Public Health (MPH) or equivalent in related field

  • 7 years (5 years for GSI group*) experience in Public Health

  • Proven experience of working with government and multi-/bi-lateral agencies or international organizations

  • Any experience in COVID response will be desirable.

  • Ability to work under pressure

  • Good communication and computer skills

  • Understanding of logistics management, financial management and budgeting of development programs is desirable
