Job Description

KEY AREAS OF ACCOUNTABILITY:

Strategy and Annual Planning

  • Contribute to the development and annual review of the Child Poverty thematic strategy, with a focus on livelihoods and youth employment.
  • Support with annual Country Strategy reporting.
  • Ensure that livelihoods programming aligns with Save the Children’s Country Strategic Plan and global priorities.
  • Support the TA with strategic planning processes by providing technical insights, contextual analysis, and evidence from projects and partners.

Program Development and Design

  • Contribute to the design of new livelihoods-focused proposals and concept notes, ensuring alignment with market systems principles, and lead the writing of specific sections as requested by the TA or New Business Development (NBD) Manager. 
  • Collaborate with field teams to identify local needs, conduct stakeholder mapping, and gather budget and contextual data for program design.
  • Ensure that all new designs are at minimum gender-responsive, inclusive, and climate-resilient.
  • Support integration of livelihoods programming with other thematic areas such as education, child protection, and climate resilience.
  • Support the livelihoods theme to innovate by designing for emerging areas such as digital. 

Technical Assistance and Programme Quality

  • Provide technical leadership and guidance to field teams and partners with a particular focus to strengthen market systems development, youth skills training, and employment pathways.
  • Support the rollout of proven approaches and training modules to staff and partners.
  • Ensure all livelihoods interventions meet technical quality standards and are aligned with Save the Children’s Common Approaches.
  • Collaborate with project leads to develop quality implementation plans, technical reviews, and reflection processes.
  • Develop and contextualize quality benchmarks and implementation guidelines for livelihoods programming.

Evidence and Learning

  • Collaborate with MEAL and field teams to generate evidence, document learning, and inform adaptive programming.
  • Lead or support operational research, feasibility studies, and evaluations related to livelihoods.
  • Promote the use of evidence and learning to inform strategic direction, program design, and advocacy.
  • Ensure that learning is shared across teams and partners through communities of practice, learning events, and documentation.

Representation, Networking, and Advocacy

  • Ensures strong linkages and coordination amongst line Ministries, strategic partners, external development partners on matters of Livelihoods. 
  • Assists Climate Change TA for external representation in Livelihoods (with donors, government, private sector etc.)
  • Represent Save the Children in relevant technical forums, working groups, and coordination platforms related to livelihoods and youth employment.
  • With Climate Change TA, advocates for policy changes and implementation in close collaboration with advocacy counterparts.
  • Represent Save the Children in internal working groups and/or communities of practice to ensure learning and evidence from Nepal is shared globally. 
  • Stay abreast of national and global developments in livelihoods, employment, and market systems, and apply learning to program design and advocacy.

Capacity Building

  • Identify technical capacity gaps and lead the development and implementation of capacity building plans for staff and partners. 
  • Facilitate training, mentoring, and coaching on livelihoods approaches, market systems, and youth skills and employment.
  • Support partner selection processes, ensuring partners have the capacity and expertise for quality delivery.

OTHER

  • Other tasks as requested by the Climate Change TA or Senior PDQ Advisor. 
  • Support the Save the Children Humanitarian responses where appropriate, ensuring timely and quality responses in line with international standards and technical best practice.

Job Specification

Qualifications and Experience:

  • Master's degree in Economics, Development Studies, Agribusiness, Social Sciences, International Development or related field.

Essential

  • Minimum 7 years of experience in livelihoods programming, with demonstrated expertise in market systems development and youth employment.
  • Proven experience in technical design, quality assurance, and capacity building.
  • Strong understanding of gender and social inclusion, climate resilience, and child/youth-focused programming.
  • Excellent facilitation, communication, and analytical skills.
  • Experience working with local partners and government stakeholders.
  • Fluency in English and Nepali (written and spoken).

Desirable

  • Experience with digital skills development for youth.
  • Experience mainstreaming climate change with livelihoods.
