Job Description

Position: Senior MEAL Officer 

(1 Position-Based in Lalitpur As part of the Monitoring, Evaluation, Accountability, and Learning (MEAL) team within ReCoVER, you will support the implementation of a comprehensive MEAL system for ReCoVER and implementing partners advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your MEAL knowledge, coordination, and relationship management skills will ensure the MEAL systems make the most of agency best practices and approaches for safeguarding and data-informed decision making. 

Roles and Key Responsibilities:

  • Support MEAL system coordination and implementation, including beneficiary accountability, contributing to compliance with agency and donor MEAL requirements, including agreed MEAL Detailed Implementation Plan activities.

  • Provide input to and support project MEAL system design and review along with relevant tools to measure program/project impact and progress.

  • Support quality data capture and input, a simple analysis of, and reflection on monitoring data result through the management of agreed processes.

  • Contribute field-based perspectives and initial findings to facilitate programmatic adjustments and evidence-based decision-making and contribute to project learning.

  • Foster respectful relationships and dialogue regarding ongoing project interventions and results with community members and stakeholders to promote honesty and integrity while working with MEAL agents.

  • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule. 

  • Support capacity strengthening initiatives in conducting field-based and simple analytical MEAL activities for CRS staff, partner staff, and volunteers.

  • Complete project documentation for assigned activities leading application of ICT4D, both hardware and software, and ensuring the safeguarding of project databases. Assist with preparation of data necessary for required reports to donors with an emphasis on data quality assurance and with identifying information for case studies on promising practices.

  • In coordination with program teams, support the Feedback Complaints Response Mechanism and other MEAL/program approaches to ensure accountability, safeguarding and gender, and social inclusion priorities.

 

Job Specification

Education and Experience

  • Bachelor’s degree in International Development, Economics, Statistics, or a related field. 

  • Minimum of 4 years of work experience in project support in a similar role.

  • Experience in the field of MEAL and for an NGO preferred

  • Experience in participatory action planning and community engagement. 

  • Experience monitoring projects and collecting relevant data preferred. 

  • Additional education may substitute for some experience; additional experience may substitute for some education.

  • Experience working with partners, participatory action planning, and community engagement.

  • Staff supervision experience a plus.

  • Experience monitoring projects and collecting relevant data.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint). 

  • Candidates with GESI diversity are a plus, including gender (female, other); marginalized groups; persons with a disability; and, origin from a geographically marginalized location.

  • Local expertise w/ permanent address in project district and local language competency is a plus.
