Job Description

Strategic Information Specialist

The Strategic Information (SI) specialist is responsible managing LINKAGES Nepal strategies information system and activities of FHI 360 Nepal. The SI Specialist closely works with other units of LINKAGES Nepal  and provides technical assistance to LINKAGES Nepal FHI 360 implementing agencies (IAs), Government of Nepal and other collaborating partners in a structured, systematic and effective manner.

Key Responsibilities :

  • Provide technical assistance for National SI system, National HIV M&E System development, National M&E guidelines development/revision, database development and management and recording and reporting and M&E-related training as per the new National HIV Strategic Plan 2016-2021.
  • Provide TA to Health Management Information System (HMIS) Section and NCASC to strengthen HIV component of HMIS. 
  • Coordinate and collaborate with national stakeholders (NCASC, NPHL, GFATM, WHO, UNAIDS) and others at national and regional level to plan and facilitate sharing and review meeting and joint monitoring visits
  • Lead the TA to province and local level for capacity building on HIV-related M&E of HIV and development and use of CoPCT cascade.
  • Lead the TA to build capacity of health personnel to implement one National HIV Information System in HTC and ART centers of Government of Nepal.
  • Provide TA to NCASC for national and regional HIV program review from M&E perspective
  • Conduct ongoing background research on global and regional developments in collection and use of M&E including good practices and lessons learned and prepare and provide regular technical updates to LINKAGES Nepal staff, government counterparts and collaborating partners.
  • Create a repository of global and national resources with updated M&E good practices, lessons learned, case studies, success stories and national HIV-related resources such as NCASC reporting, HIV case reporting, HIV mapping, other HIV program data, size estimation and regularly share with LINKAGES Nepal project staff.
  • Lead and coordinate for the design and implementation of formal evaluation, operations research and assessments facilitated for FHI 360 Nepal and/or LINKAGES Nepal project.
  • Develop, analyze and use continuum of HIV prevention, care, support and treatment (CoPCT) cascade to identify leakages, gaps and way forward for program improvement.
  • Provide technical assistance (TA) to LINKAGES Nepal staff and implementing NGO partner agency (IAs) to develop, analyze and use cascade for CoPCT services.
  • Lead and coordinate for the implementation of LINKAGES Nepal PMEP and to ensure the requirements, commitments and targets in PMEP are adequately reflected in LINKGAES Nepal IAs sub-agreement.
  • Ensure commitments and targets in the LINKAGES Nepal PMEP are met in time
  • Lead and coordinate to update Mero Data, recording and reporting system, tools and guidelines as per the requirements of LINKAGES Nepal PMEP.
  • Lead and coordinate to develop and/or update/revise training curriculum, manual and materials for M&E-related training for LINKAGES Nepal staff and IAs.
  • Make sure SI-related training and workshops for LINKAGES Nepal staff and IAs’ staff are conducted.
  • Make sure that LINKAGES Nepal project team and IAs regularly collect, collate and submit the report to M&E Unit as per the agreed deadlines.
  • Lead, coordinate and make sure reports are prepared, verified and shared with FHI 360 APRO and HQs, USAID, NCASC and others as per the requirements and agreed deadlines.
  • Lead to prepare annual Performance Plan Report (PPR) to USAID
  • Ensure quality reports are submitted to High Frequency Reporting, Early Warning Review System, DATIM, INFOLINK, PPR and TraiNet.
  • Support to prepare quarterly, semi-annul and annual report for FHI 360 APRO and HQs.
  • Lead and coordinate to plan, implement and prepare and share report of Data Quality Assessment (DQA) of LINKAGES Nepal project as well as IAs and health facility of Government of Nepal.
  • Collaborate with the FHI 360 Nepal other units to provide technical support for M&E related capacity-building with IAs through trainings and workshops.
  • Document FHI 360 Nepal M&E system, tools, resources, approaches, accomplishments, lessons learned, good practices and issues and challenges to disseminate with IAs, FHI 360 APRO and HQs, other HIV projects, donors and government authorities including National center for AIDS and STD Control (NCASC) 
  • Develop field monitoring plan for program staff and assess progress and ensure and provide supportive supervision, monitoring and onsite coaching to IAs in M&E and MIS
  • Ensure alignment of FHI 360 and LINKAGES Nepal targets and M&E system/plan with the National HIV Program M&E systems and targets
  • Represent FHI 360 Nepal LINKAGES Nepal project in external functions as needed at the national, regional and district level

Minimum Requirements :

  • Master’s Degree in Public Health, Statistics or Epidemiology or other relevant subject with three years’ minimum work experience or Bachelor Degree in Public Health with five years of work experience in DHIS2, GIS and SI systems including data collection and analysis, Statistics or Epidemiology or other relevant subject
  • Minimum five years of experience on SI systems and online recording and reporting system (DHIS2 will be preferred)
  • Demonstrated flexibility and openness in responding to PEPFAR and USAID work priorities and deadlines
  • Experience with USAID rules and regulations
  • Ability to work in teams and create collaborative team building environment
