Job Description

Grants Manager – Based in Kathmandu

Grants Manager is responsible for the management of awards and sub-awards. The Grants Manager is also responsible for monitoring work flows and help develop and implement systems to provide sound management control over FHI 360’s compliance with award terms and conditions and FHI 360 policy.

Key Responsibilities

  • Review and finalize all budgets for subcontracts and sub-grants in consultation with concerned program staff and submit to the FHI 360 senior management for approval and execution.
  • Manage all sub award work processes, including review and some negotiation of proposed instruments, developing and implementing procedures to ensure compliance with award terms and FHI 360 policy and providing support to Contracts Management Services (CMS) and other FHI 360 staff to ensure that CMS tools align with program needs.
  • Interpret and apply funding regulations to ensure that all FHI 360 policies and procedures and procurement and contracting requirements are met for sub agreement and subcontracting activities working to ensure consistency of use across FHI 360.
  • Develop and implements procedures to ensure that CMS processes and related projects are efficient, monitored appropriately and executed in a timely manner.
  • Perform the FHI 360 pre-award review for potential implementing agencies (IAs) to ensure that they have the capability to manage FHI 360 resources and comply with documentation and reporting requirements.
  • Update FHI 360 rules and regulations for IAs in a timely manner and ensure compliance of IAs with FHI 360 systems and procedures.
  • Review IA policies (personnel, procurement, inventory management, equipment use, etc) and ensure compliance with policies as they pertain to the FHI 360 sub grant.
  • Oversee all documentation related to contracting including IA sub-agreements, contracts and amendments.
  • Assist FHI 360 management in preparation of country office budgets and budget proposals.
  • Assist in the conduct of FHI 360 internal and external audits.
  • Contribute to the development of CO annual work plans and program designs.

Minimum Requirements:

  • Master’s degree in Accounting or Business Management with minimum five years of work experience or bachelor’s degree in Accounting or Business Management with minimum seven years of experience.
  • Strong knowledge and experience with office accounting systems.
  • Strong knowledge and experience with USAID finance and accounting procedures.
  • Excellent supervisory skill, strong negotiation, coordination, communication and interpersonal skills.
  • Proactive and independent approach to work with willingness to undertake additional responsibilities.
  • Ability to perform multiple tasks and work under pressure.
  • Ability to work well with others and to develop and maintain positive working relationships.
  • Resourceful in resolving problems and initiating solutions.
