Job Description

Finance Officer – Based in Nepalgunj

The Finance Officer is responsible for maintaining the field accounting in accordance with FHI 360 and cooperative agreement financial control policies and procedures. The Finance Officer works closely with Finance Manager to ensure proper functioning of the field accounting.

Key Responsibilities:

  • Review & ensure accuracy of checking accounts maintained.
  • Ensure proper functioning of FHI 360 Global Finance and Accounting System (GFAS).
  • Prepare monthly bank reconciliation statement, VAT receivable and payable reconciliation and advance reconciliation.
  • Ensure timely submission of GFAS report to HQ with all supporting documents.
  • Prepare monthly cash flow statement for implementing partners.
  • Ensure timely payments and reimbursements made for consultants and for FHI 360 IAs in accordance with FHI 360 and USAID cooperative agreement.
  • Maintain regular contacts with the bank, vendors and service contractors as required.
  • Review travel claims for correction and verification that the claim conforms with travel authorizations and regulations regarding route, perdiem, accommodation, and use of proper transportation, determining if a travel advance was issued and computing the amount due to the traveler or FHI 360 Nepal.
  • Maintain field office staff timesheet and leave record and process for payroll.
  • Initiate correspondence to verify data, answer queries and obtain additional information on financial transaction as required.
  • Assist the DAFT team to develop sub-agreement budget and budget amendment following FHI 360 standard formats and requirements, review cost in the basis of allocability, reasonability and allowability.
  • Review and comments on RMFR submitted by recipient organization and process the RMFR for internal review and approval in timely manner.
  • Assist in carrying out internal and external auditing functions.

Minimum Requirements:

  • Bachelor degree in Accounting or Business Management or related field with minimum five years of work experience.
  • Knowledge and experience with accounting and financial system.
  • Experience in computerized accounting system.
  • Experience with USAID financial management.
  • Ability to work well with others and to develop and maintain positive working relationships.
