Job Description

Civil Society Officer – Based in Kathmandu

The Civil Society Officer is responsible for supporting the design and implementation of all civil society activities under the CS:MAP. The Civil Society Officer will assist the Civil Society Director in working closely with the Media Team, Capacity Building Team, and Grants Management Team to ensure effective implementation of the project’s civil society strengthening activities.

Key Responsibilities:

  • Support the design and implementation of activities in areas such as CSO organizational capacity development and CSO training in evidence-based advocacy and oversight, government engagement, and social accountability mechanisms.
  • Support the design and implementation of CS:MAP’s grant streams, including:
  • Strengthening Enabling Environment Grants (5-10 national level CSOs and media organizations focused on achieving Objective 1 results);
  • Policy Advocacy, Government Engagement, and Oversight Grants (20 CSOs and media organizations based in Western- and earthquake affected districts focused on achieved results under Objectives 2 and 3); and,
  • Intermediary Service Organizations grants (3-4 ISOs to lead CS: MAP’s capacity building activities focused on achieving Objective 4 results).
  • Assist with developing and implementing tools used by the project to support civil society organizations, including the Organizational Capacity Assessment (OCA), Organizational Development Plan and the Advocacy Toolkit.
  • Contribute to the management of effective civil society grants program portfolios, including solicitation design, monitoring of grantee performance, and ensuring the delivery of appropriate capacity building linked to grants.
  • Contribute to project performance reports, and ensure effective monitoring and evaluation of civil society activities.

Minimum Requirements:

  • Bachelor’s degree in international affairs, social sciences, public administration or relevant field.
  • Minimum of five years’ experience in designing and implementing civil society or organizational capacity-building activities is required.
  • Experience in the democracy and governance sector is desirable.
  • Solid knowledge of the Nepali civil society sector is required.
  • Experience working and building relationships with government officials at the national and sub-national level around policy reform issues is highly desirable.
  • Prior experience with advocacy campaigns, influencing public policy and monitoring government performance, and gender equality and social inclusion is preferable.
  • Knowledge of USAID regulations is preferable.
  • Proven interpersonal and communication skills and the ability to work with diverse and multidisciplinary teams.
  • Travel to Nepalgunj and project target sites in Western and earthquake-affected districts is required.
