Job Description

Civil Society Director (CSD) – Based in Kathmandu

The CSD is responsible for leading the design and implementation of all civil society activities under the CS:MAP. The CSD will supervise the Civil Society Team and closely work with the Media Team, Capacity Building Team, and Grants Management Team to ensure effective implementation of the project’s civil society strengthening activities designed to: strengthen the organizational capacity of civil society organizations (CSOs); improve the civil society infrastructure for democratic processes; increase civil society participation in and contributions to public policy debates and resulting legal and political reforms; and increase civil society engagement with public officials to promote the reform process and accountable public resource use and service delivery.

Key Responsibilities:

  • Provide overall leadership for the design and implementation of activities in areas such as CSO organizational capacity development and CSO training in evidence-based advocacy and oversight, government engagement and social accountability mechanisms.
  • Oversee, coordinate and support the Civil Society and Capacity Building Teams, which are expected to consist of Legal and Policy Advisor, Governance Advisor, Civil Society Officer, Capacity Building Manager and Capacity Building Officer.
  • Oversee the design and implementation of CS:MAP’s grant streams, including: 1) Strengthening Enabling Environment Grants (5-10 national level CSOs and media organizations focused on achieving Objective 1 results); 2) Policy Advocacy, Government Engagement, and Oversight Grants (20 CSOs and media organizations based in Western- and earthquake affected districts focused on achieved results under Objectives 2 and 3); and 3) Intermediary Service Organizations Grants (3-4 ISOs to lead CS:MAP’s capacity building activities focused on achieving Objective 4 results).
  • With support from the Governance Advisor, lead the national-level government engagement initiatives, developing and maintaining strong working relationships with members of Parliament and other Government of Nepal (GoN) representative to achieve Objective 1 results.
  • Assume significant responsibility for the successful creation and implementation of tools used by the project to assist civil society, including the Organizational Capacity Assessment (OCA), Organizational Development Plan and the Advocacy Toolkit.
  • Contribute to the management of effective civil society grants program portfolios, including solicitation design, monitoring of grantee performance, and ensuring the delivery of appropriate capacity building linked to grants.
  • Work closely with and report to the Chief of Party and other program staff to ensure civil society activities comply with FHI 360 and USAID rules and regulations.
  • Represent the CS:MAP to external stakeholders, including CSOs, intermediary support organizations, local and international technical experts, USAID, other donors and government officials where project initiatives are implemented.
  • Manage and maintain strong working relationships with project subawardees contributing to achievement of civil society activity results.

Minimum Requirements:

  • Master’s degree in a relevant field.
  • Minimum of seven years’ experience in designing and implementing civil society or organizational capacity-building activities is required.
  • Minimum seven years of project management experience is required.
  • Solid knowledge of the Nepalese civil society sector is required.
  • Preference given to candidates who demonstrate prior experience with advocacy campaigns, influencing public policy and monitoring government performance and gender equality and social inclusion.
  • Knowledge of USAID regulations is preferable.
  • Proficiency in any language spoken in project priority districts is highly desired.
