Job Description

DanChurchAid (DCA) is a faith-based, non-missionary organization. We work for the poor, vulnerable and socially excluded communities and believe in life before death. In Nepal, we are involved in three thematic areas i.e. resilient livelihood and sustainable food security, active citizenship, and Humanitarian response and Disaster Risk Response. The DCA invites applications from qualified and competent Nepalese candidates for the following positions.

Project Manager–1 number:  The Project Manager is responsible to lead the BIHANI Project funded by Mott MacDonald (MM). The project – “BIHANI -Building an Inclusive and dignified community by protecting Human rights, Augmenting Non-discrimination and promoting Integration of most vulnerable communities in Dhading District of Nepal” will contribute to the overall objective of Purnima project - five-year programme funded by UK Department for International Development (DFID) and managed by Mott MacDonald. The project will contribute to enhancing the quality of life of five most vulnerable categories of disaster-affected communities through mainstreaming them into the Reconstruction efforts. The responsibilities of the PM include overall project management, coordination with the partners-RIMS Nepal, GoGo Foundation, Nepal Society for Disabled (NSD); and coordinating with respective local and national governments. S/he will work very closely with the consortium partners and ensure meeting of all the compliances related to the donors and the Government of Nepal.
BIHANI will be implemented in three pre-defined municipalities of Dhading District of Nepal, and therefore the PM will be based at the office of RMS Nepal in Baireni, Dhading.                          

Main TasksShort description
Strategic/ Functional Leadership

  • Responsible to provide strategic leadership and oversee the project operation in coordination with all Project partners and relevant stakeholders. 
  • Coordinate and liaise with the Project staff and partners to align their individual plans to the overall programme plans
  • Lead the coordination among project partners and Local Government Agencies in managing the project effectively
  • Act as a key contact for the project and link between the project partners, local authorities and the donor agency
  • Engage in all the strategic directions and policy with the Steering Committee and Project Management Committee led by DCA Country Director or his nominee.
  • Provide timely documents, inputs, reports and other technical support as mandated by the donor

Coordination and Communication

  • Coordinate with project partners, local authorities, private sectors associated with the project, media, I/NGOs and MM in order to manage the project effectively
  • To enable project partners for cross organizational learning with other projects that are funded by MM under the challenge fund
  • Build relationship with appropriate organisations focused on vulnerability at the district and national levels (Single women, Elderly, Disability, Poor and Food Insecure) as targeted by the project
  • Build strong relationships with Municipal government leaders and staff including at Ward level

Strategic planning and overall management of the project

  • Review proposed action and budget of the project if necessary revise in coordination with project partners/staff and finance team.
  • Organise and lead kick off workshop on the project at the district and Palika Level.
  • Actively participate in various forums and networks at the national and sub-national level to discuss on the project and learn from others,
  • Provide technical input to the design of various communication materials, tools and guidelines as required by the project

Programming Initiatives

  • Explore the scope for possible partnerships, on a regular basis, between the Project Partners, and governmental, non-governmental organisations and private sectors in country.
  • Explore the potential strategy to build other projects based on the learning of the project and its sustainability.
  • Explore potential avenues for future similar and larger projects and prepare documents for the same
  • Ensure capacity building and technical backstopping of partners and other stakeholders and provide technical support

Participation in groundwork and authorisation of plans

  • Ensure that the project activities are aligned with the project document.
  • Ensure that the project partners have been implementing the project as per project work plan.
  • Ensure that emergencies are accounted for within the process of the project implementation.

Financing and Budgeting

  • Review budget and action plan to ensure the action plans closely conforms to the project budget.
  • Assist the Finance Manager/Officer in preparation of the consolidated financial report as per the contract and complying donor compliance.

Monitoring and Evaluation

  • Review project monitoring and evaluation framework and its processes based on the project document and facilitate its implementation in coordination with consortium partners and the PM&E Officer.
  • Organise joint monitoring visits with MM/Local Authorities/Steering Committee and provide feedback to the project staff.
  • Prepare ToR of external experts, evaluation and ensure that final evaluation and other studies planned under the project takes place in time as per organisation requirement.
  • Prepare plan and strategy to document project lessons learnt and good practices and shared with wider community
  • Assist in writing relevant proposal/concepts development and produce case studies, etc.  in close coordination with the Regional Funding Coordinator

Prioritization of cross cutting issues

  • Ensure that the crosscutting issues consisting of gender, age, disability,  inclusion etc. are prioritised and fully integrated in the activities of the project and implementation processes – which is the core of the whole project.

Reporting

  • Write and or consolidate milestone- based project reports as agreed in the contract with MM
  • Prepare milestones achievement reports that are thorough and in line with the workplan and results framework

Accountability

  • Mainstream Core Humanitarian Standards in the project
  • Establish feedback / complaints mechanisms with project beneficiary groups and individuals as well as reporting of complaints as per the DCA complaints / feedback mechanism
  • Produce visibility materials, information sharing documents in line with CHS

Professional skills and qualifications needed in the position

  • Postgraduate degree in Social Sciences, Disaster Risk Reduction, Environmental Studies, Agriculture, Natural Resources Management, Development Studies or any other relevant field.
  • Minimum 5 years of relevant work experience in DRR, Livelihood, Gender and Vulnerability Targeting or related field.
  • Excellent knowledge and practical experience and knowledge on working with the Vulnerable People mainly the Elderly, Single Women, People with Disability (PwDs), Poor and Food Insecure Households; and related international and national instruments, policies and practices
  • Experience of working on livelihood and governance projects
  • Excellent reports writing skills
  • Strong analytical, conceptual strategic planning and negotiations skills
  • Strong coordination, leadership and interpersonal communication skill
  • Fluency in oral and written skills in English and Nepali
  • Strong facilitation skills in building capacity of partner organisation and the community members
  • Clear understanding and commitment to partnership modality as applied by DCA
  • Ability and willingness to work in team and to work under pressure and in remote/difficult circumstances
