Job Description

Reporting to:  State Project Coordinator, Safer Migration Project (SaMi)

Job purpose:     
This position is responsible for the quality assurance of the Safer Migration Project (SaMi) in respective local governments as required by the project document. The position will be responsible for capacity building of the concerned local governments as well as service providers. The position should maintain excellent coordination between, and communication among all concerned stakeholders in local government level for effective execution of the project activities.

Duties and responsibilities
1.    Compliance to policies, rules/regulations and guidelines

  • Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption etc.) and other specific policies applicable for SaMi;
  • Ensure Conflict Sensitive Programme Management at all levels;
  • Compliance with the GoN and SDC policies and approaches as relevant and required.

2. Project management and implementation

  • Support State Project Coordinator to contribute in overall management of the project to achieve the expected outcomes and outputs as stipulated in the project document/s; 
  • Support local governments to select local service providers to implement the Safer Migration (SaMi) project;
  • Capacity building of concerned local governments and local service providers through training, coaching, mentoring etc.;
  • Support concerned local governments and local service providers to develop yearly plan and ensure its’ effective implementation;
  • Contribute to local government in strategic thinking on the design and further development of Safer Migration Project in line with local context as mandated by Local Governance Operation Act 2017 and related State Policy;
  • Provide technical support for capacity building and effective mobilization of multipliers (activists), returnee volunteers, local champions to promote safer migration initiatives in concerned local governments;
  • Support local governments to allocate funds for Safer Migration Project and its implementation;
  • Support to form a project management committee in respective district/palikas and conduct local governments level meetings as required;

3. Project Monitoring, Evaluation, Documentation and Reporting

  • Monitor the quality of project activities undertaken by different partners and primary stakeholders through regular field visits;
  • Provide required information/data to the Monitoring and Evaluation Officer;
  • Develop the monitoring plan and ensure its timely implementation;
  • Support State Project coordinator for proper documentation of project experiences, best practices, success stories and lessons learned of respective palikas both within and outside the Safer Migration Project;
  • Develop quarterly review plan and ensure the review of the progress together with concerned partners and stakeholders;
  • Facilitate engagement of the relevant local government and non-government stakeholders in the program monitoring as provisioned in the project document;
  • Ensure the quality reporting, documentation and dissemination by partners.

4. Administration and Financial Management

  • Support finance and administration management of the concerned partners under the respective local governments as per the governments’ and donor’s requirement;
  • Contribute in preparing partners’ annual budgets at palika level, timely review, analyze and accommodate necessary revisions;
  • Monitor project expenditures under his/her portfolio and take necessary action to ensure that expenses stay within acceptable limits;
  • Support local service provider to prepare regular work plans, budgets and reports of the programme activities and share the report to concerned authorities accordingly;
  • Support the local government for local service provider procurement and relevant staff selection.

5. Communication, Coordination, Representation and Networking

  • Consult the State Project Coordinator and keep him/her updated in relevant/important issues and information related to the project; 
  • Work with State-level Foreign Employment Board (FEB) concerned Local governments and other government institutions as appropriate;
  • Maintain strong communication and relationship with other Program Officers and inhouse project team (federal level and local level) and stakeholders to contribute in achieving the goals and objectives of the project;
  • Work in very close collaboration with Governance and Capacity Building Officer and Monitoring Officer;
  • Represent the project in the capacity of Programme Officer in relevant seminars, meetings, workshops at different level as required; 
  • Coordinate and network with relevant stakeholders for smooth implementation of the project at local, state and federal level as per the need of project;
  • Ensure the strong linkage between Migration Resource Centre (MRC), National partners   and National Migration Resource Centre.

6. Human Resource Development

  • Assess partners' development needs, develop a capacity development plan and ensure its execution in collaboration with Governance and Capacity Building Officer;
  • Provide coaching and mentoring to concerned team of the local service providers and other relevant personnel to strengthen their skills and job performance.

7. Other Specific Responsibilities

  • Professionally discharge other tasks assigned by the Team Leader/State Project coordinator;
  • Be proactive in bringing innovations and taking new initiatives into the project;
  • Enhance knowledge and understanding on and around migration related issues within Nepal and globally.  

Job Requirements
A.  Minimum Education Attainment: Bachelor's Degree in Social Science or in relevant field.
B. Minimum Professional Experience: Minimum 3 years of work experience in   project/programme implementation in the field of migration/foreign employment.

C. Required Competencies:

  • Good understanding of human rights and migration issues
  • Field/Palika Level experience
  • Experiences of working with State, local governments, NGOs, CBOs and networks
  • Ability to train and coach local service providers, staff of Migrant Resource Centers, networks, community groups and staff members of partners
  • Skill on program planning, budgeting and monitoring
  • Good understanding of issues related to gender, social equity, poverty alleviation, Conflict Sensitive Programme Management and governance
  • Result oriented, ability to handle multiple tasks and maintain deadlines and a good team player
  • Commitment towards gender equality, social inclusion and poverty reduction
  • Excellent team player, self-motivated and result oriented with managerial skills
  • Demonstrated ability to work with multi-cultural team
  • Proficiency in writing and speaking in Nepali and English
  • IT: Proficiency in using office application software; ability to produce, understand and analyze standard database reports and efficiency in using communication applications.

Additional Information

Duration: Till 15th September 2020 with possibility of extension.
