Job Description

Reporting to:  Project Coordinator (State 3), Safer Migration Project

Job purpose: The overall responsibility of the position holder is to strengthen an effective Monitoring and Information system in the project.  The position is also responsible for capacity building of partners and stakeholders in monitoring and reporting.

Duties and Responsibilities

1    Compliance of Policies, Guidelines and Manuals 

  • Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment and Mobbing Policy; Code of Conduct Against Corruption, etc.) and other specific policies applicable for the SaMi;
  • Contribute to Conflict Sensitive Programme Management at all levels;
  • Compliance with the GoN and SDC policies and approaches as relevant and required.

2.   Planning, Monitoring Evaluation and Reporting 

  • Support Senior Monitoring and Evaluation Officer/Specialist to develop and improve overall concept, guidelines, tools/techniques for monitoring, evaluation and reporting system for SaMi;
  • Facilitate Project team to monitor the project activities;
  • Assist Sr. Monitoring and Evaluation Officer to develop yearly plan of operation and periodic reports of the project;
  • Support local governments and local service providers in developing proper monitoring and reporting system/plan;
  • Ensure up-to-date database of SaMi project;
  • Support to conduct baseline study of SaMi III phase in new districts; 
  • Assist Sr. M&E officer to conduct periodic review and evaluation of the project components;
  • Ensure proper documentation of regular monitoring, reflections of project’s progress, achievements and outcomes against the logical framework of SaMi Project Document;
  • Support in documenting the learning and best practices including case stories;
  • Support to ensure proper functioning of SaMi online monitoring and information management system;
  • Support in updating monitoring and reporting tools and formats for proper management of information systems at district and central level.  

3. Coordination, Collaboration and Networking 

  • Work in close collaboration with SaMi team at Ministry of Labour Employment and Social Security (MoLESS) and in Foreign Employment Board (FEB) on all issues related to planning, monitoring and evaluation, and reporting; 
  • Collaborate with all State Coordinators and Program Officers to ensure purpose, scope, management and learning of SaMi are adequately shared with local governments and local service providers;
  • Work in coordination with Project Coordination Unit, State Project Coordinators, Program Officers and local service providers for the effective functioning of monitoring, evaluation and information system and data management.

4. Capacity building

  • Support/facilitate to strengthen the capacity of relevant SaMi staffs and local service providers on monitoring and reporting;
  • Support in the capacity development of concerned partners and stakeholders in monitoring, evaluation and reporting.

Job Requirements

A.    Minimum Education Attainment: Master’s Degree in Management, Economics or Social Science or in relevant field.

B.    Minimum Professional Experience: Minimum 3 years of work experience in the field of project monitoring and evaluation; experience in web-based information and data management system; database software especially in SQL and statistical software like SPSS etc. 

C.    Required Competencies:

  • Excellent analytical skills and the ability to summarize information in a clear and concise manner
  • Experience in management of (online) databases
  • Good knowledge in open source data collection tools 
  • Good understanding of monitoring and evaluation aspects and tools 
  • Experience in independently carrying out baseline studies, monitoring and evaluation 
  • Experience in capacity building of NGOs and other stakeholders, primarily in monitoring and information management
  • Good documentation and report writing skills in English and Nepali
  • Commitment towards gender equity, social inclusion and poverty reduction
  • Good team player and effective communicator
  • Experience in rights-based projects; labour migration would be an added advantage
  • Experience and knowledge on IT system would be an added advantage

Duration: Till 15th September 2020 with possibility of extension
