Project:          Employment Fund- Skill for reconstruction

Job Title:        Cluster Coordinator (CC)

Location:        Employment Fund Cluster Office in Ramechhap (with frequent travel to project sites in the Palikas/Wards)

Reporting to: Team Leader

Job purpose:

  • Ensure efficient and effective implementation of short-term vocational skills training and employment program through effective and robust monitoring system.
  • Facilitate for socio technical assistance to homeowners coordinating with local level government/agencies, NRA, GMALI, DUDBC, DCC, DDRC, HRRP, including the development partners, private sector industries/associations and companies working in skills and employment sector within the assigned cluster.
  • Be responsible for overall project management at cluster level working as a line manager of Engineers of respective cluster and be responsible for day to day management functions at the assigned cluster office.

Roles and Responsibilities

Compliance to policies, rules/regulations and guidelines

  • Adhere relevant policies, procedures, rules, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (National Personnel Regulation, Financial, Administrative Policies, Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption, Conflict of Interest, Basic Operating Guideline (BoG), Security Response Guideline, Gender Equality and Social Inclusion Guideline and Conflict Sensitive Programme Management; etc.) and other specific policies; guidelines and manuals applicable for the EFS.
  • Ensure effective implementation of skills for reconstruction training
  • Ensure that T&Es has adhered the contractual clauses and milestones of the skills training as per the implementation guideline.
  • Backstop the implementing partners at major milestones of training and reconstruction cycles namely training announcement, trainees' selection, assuring quality training delivery, skills testing, reconstruction or employment plan and its implementation.
  • Provide backstopping support, mentoring support and capacity building support to the project staff and the training and employment service providers’ staff assigned at respective palikas or clusters to ensure smooth implementation of planned activities.
  • Provide guidance to partners for effective implementation of the short-term skills training related activities that includes but not limited to rapid market assessment, training announcement and trainees' selection, training implementation and placement of skills graduates.
  • Ensure the quality of training implemented by T&Es and involvement of T&E's monitoring professionals in training monitoring as per the monitoring guideline.
  • Coordinate with Training and Employment service Providers (T&Es) for planning, monitoring and evaluation as per the requirement of EFS especially at pre-training, during training & post training stages.
  • Ensure timely arrangement and conduction of skill test of trained youths by the T&Es.
  • Identify the support needed to undertake M&E activities regularly and effectively.
  • Support to mobilize Community Resource Persons (CRPs) to furnish the technical assistance to the home owner and monitoring of their performances.
  • Assessment of risk at operational, output & outcome level to ensure the program outcome achievement.
  • Facilitate for technical assistance
  • Establish coordination and networking with of stakeholders like Palikas, Wards, DCC, NRA, DUDBC, DDRC, HHRP and likeminded project in the cluster.
  • Represent Employment Fund, HELVETAS Swiss Intercooperation Nepal in relevant meetings called by the stakeholders in the Palikas and district level.
  • Mapping the key stakeholders and likeminded project/program in district/cluster level and exploring the opportunities and area of collaboration.
  • Establish close co-ordination with Palikas, Wards, NRA, DCC, DUDBC, DDRC, HHRP & NSTB for the management of earth quake resilient building construction technology, skill test, curriculum development & organizing ToT for T&Es.
  • Ensure the recruitment, orientation and mobilization of CRPs to execute the technical assistance to the home owners with the support of Technical Staffs (Engineers and Sub-engineers) assigned for the cluster.
  • Encourage the T&Es for information and data gathering from other stakeholders and likeminded projects in district/cluster level to access government grant and other the external resources for the affected households.
  • Facilitate the NRA's enrollment process in coordination with T&Es and key stakeholders (Palikas, Wards and NRA at local level) as per the need.
  • Facilitate the T&Es for exploring the resource/inputs available in ward, palikas, cluster and district level and its linkages into EF-SR intervention.
  • Ensure the effective and efficient coordination and harmonization with stakeholders for program implementation.
  • Active participation in the coordination meeting with of local government and likeminded forum and advocate the EF-SR approach and model.
  • Explore the forums in local/district/cluster level for capitalizing the intervention and disseminate the returns of intervention. 
  • Take lead on organizing or facilitating training and construction events’ visit and interactions with key stakeholders including donors.
  • Carry out periodic review meetings with training and employment service providers, project staffs working at the assigned cluster.
  • Facilitate T&Es on conducting skill test of the graduates through National Skills Testing Board (NSTB) at district level and coordinate with Council for Technical Education and Vocational Training (CTEVT) at province level as necessary.
  • Project management at cluster level
  • Overall in charge of project implementing cluster of Palikas under a district.
  • Work as a line manager of all the staff working at project implementing clusters under assigned district.
  • Ensure a regular team meeting at cluster level, prepare a period plan (at least quarterly) and share with line management.
  • Take monthly regular update from Engineers and Sub-engineers assigned in the cluster under the assigned district and update to EF management.  
  • Guide/ Supervise the performance of the staff working under the assigned cluster including the CRPs.
  • Take overall responsibility of office management at cluster level as per the authority delegation matrix developed by the project management.
  • Support management team on formulating Annual Work Plan (AWP) of the project.
  • Support EF management on preparing quarterly, semi-annual, and annual progress reports of the project.
  • Coordinate and support for the implementation of activities under particular thematic area assigned by Employment Fund, Management Team.
  • Documentation, reporting and knowledge management
  • Orient and support T&Es on pre, during and post training data acquisition and final reporting.
  • Ensure compliance of the partner organizations via. timely submission of the periodic progress reports, financial reporting and compliance and other relevant deliverables as per the agreement.
  • Conduct final verification of the employment, income and post training construction against the T&Es report and make the payment recommendation as per the final result achieved.
  • Support and facilitate T&Es on regular operation of online database system of project by the T&Es.
  • Document the processes, lessons learned, best practices, case studies and other relevant information regularly and feed into the project’s reporting system.
  • Documentation of the progress, success stories and success cases of assigned cluster with the support of communication officer.
  • Monitor the performances of the service providers and trainees and mentor, coach and guide them as necessary.
  • Ensure the target for gender equality and social inclusion as per the project document.
  • Make sure that Good Governance, Equity, Transparency, Anti-corruption, Social Inclusion, Conflict Sensitivity and Peace Promotion are reflected in day-to-day practices.
  • Support and contribute to the EF Management/HELVETAS Nepal to commission studies where appropriate, and ensure the quality of all studies, surveys and assessments carried out in the province.

Other Specific Responsibilities

  • Professionally discharge other tasks assigned by the Employment Fund Management.
  • Participate in SDC’s monthly coordination meeting and actively coordinate with SDC’s Governance and Development Officer (GDO).
  • Contribute as a team member of EFS on upgrading of monitoring and database system based on field experience.
  • Be proactive in bringing innovation and taking new initiative in the project being up to date on reconstruction activities and policies and update to Employment Fund Management Team.
  • Proactively seek and contribute to inter-project collaboration of HELVETAS Swiss Intercooperation.

Required Education, Experience and Competencies

  • Basic eligibility criteria
  • Master’s degree in development studies or Business Management or in any relevant discipline.
  • Minimum 3 years of working experience in project/programme implementation with 2 years of working experience in a vocational training management sector. Bachelor’s in civil engineering meeting the above criteria will be an added value.

Minimum professional competencies

  • Experience on stakeholder’s management and team management will be an added value.
  • Understanding on result-based monitoring.
  • Demonstrated skill for planning, monitoring, reporting and documentation.
  • Experience in establishing and maintaining collaborative relationships with government officials, private sectors and other agencies.
  • Good documentation and writing skill; strong facilitating skill, team player and result oriented.
  • Excellent interpersonal skills & flexibility; creatively to work independently and across teams.
  • Proven record of commitment, loyalty and integrity to the organization.
