JOB SUMMARY

The Program Manager (PM) will work under the direct supervision of Regional Program Coordinator. The PM is entrusted to ensure consistency and coherence among the projects/Implementing Partners at the regional level. S/He is responsible to uphold the rights of poor and oppressed and acts as a facilitator to promote innovative and constructive ideas in the team.

 

  1. General:
  •  Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of LWF as a Humanitarian Organization.
  • Familiarize and work in accordance with the Policies, Manuals and Guidelines of LWF Nepal.
  • Familiarize and work in accordance with the established strategies of LWF Nepal and the partner organizations.
  • Be free from the political influence of any parties and the political activities.

 

  1. Specific
  • Overall responsible on program and financial management of LWF ensuring proper planning, budgeting,  implementation, monitoring, coordination and timely reporting the progress of the assigned existing project activities funded by UNHCR and WFP.
  • Supervise/monitor/assist  the Senior Technical Officer, Senior Livelihoods Officer and the other team members of BRP to plan, monitor, implementation and documentation of progress reporting of the projects.
  • Support to technical team to carry out shelter & infrastructure construction works at refugee camps and host communities and ensure timely/quality construction based on the plan.
  • Help to find and establish  sustainable solutions for residual refugee population through enhancing the capacity of camp based organizations (such as savings & credit groups, cooperative groups) in the Refugee camps and adjoining host communities for local capital formation and leadership of the livelihood development of program and report the key updates to the supervisor every two weeks.
  • Supervise/assist the team of WFP-funded project (the food distribution and reclamation gardening projects) and report the progress to the supervisor as per the Project Partnership Agreement.
  • Monitor the financial progress of BRP projects as a whole on monthly basis by coordinating with RFAO and other sectoral heads and report the progress to the supervisor every month.
  • Prepare progress reports of UNHCR and WFP formats monthly (before the 4th of the next month), every three months (before the 4th of the next month), six-monthly (one week before the due date), and annually (before two weeks of the due date) by coordinating with the concerned team members and submit to the supervisor in a timely manner.
  • Initiate for budget proposal along with other project documents and support to revise  for both UNHCR and WFP -funded projects and submit to the supervisor
  • Ensure 50% of time in field monitoring/assisting the project teams and the implementing partners.

 

  • Ensure that demographic and development data of base line, end line, project performance, best practices, success stories, lessons learned are properly documented numerically (in Excel), in tables and graphically (graphs/charts) as appropriate for the Bhutanese Refugee camps and adjoining Nepali communities and shared to the supervisor periodically as they are available in the field.
  • Ensure that the inputs, outputs, production, consumption, marketing, income and effects (on the livelihood) are properly and timely documented in the RGP project  as well as other enterprises of the livelihood support program
  • Support to livelihoods team to find the possible job placement opportunities for refugees in the nearby job market and ensure proper functions of the self-help groups formed in the camps and support to the concerned department to form other self-help groups
  • Lead the database management, and NEWDEA data management functions of ROE.
  • Develop one new project concept note a month on the average and write one detailed project proposal per quarter on the average and submit to the supervisor.
  • Assist the procurement officer to expedite the procurement activities of ROE in efficient and effective manner and ensure that it is fair, transparent, prudent, parsimonious, and complies with LWF as well as relevant donor and Nepal Government policies and procedures.
  • Carry out activities as requested by the RPC East.

 

Other duties:

  • Familiarize her/him with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents,  finance policy,  RMT’s TOR, human resource policy, management guidelines, code of conduct, child protection policy, RMT’s TOR complaint mechanism, accountability framework, workforce diversity policy, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline),   human rights based approach to development, AIN social audit guidelines, etc.
  • Ensure compliances of LWF Nepal policies, child protection policy and code of conduct
  • Contribute to strengthen gender justice, social inclusion and accountability.
  • Contribute to strengthen resource mobilization and fund raising initiatives.

 

Required Qualification, Skills and Competencies:

  • Masters’ Degree in Social Science, Development Studies or other relevant academic field
  • Minimum 5 years of professional experience on development and or humanitarian sector
  • Have prior experience managing staff and budget
  • Ability to work effectively in a team
  • Proficient in writing proposals and program reports
  • Proficiency in written and spoken English
  • Good interpersonal, networking and coordination skills
  • Experience of managing multiple program components
