JOB SUMMARY

Under the overall guidance and supervision of the Project Manager of Strengthening People’s Action for Food & Livelihood Project (SPAFLS), Sub-Engineer shall work for smooth operation of Nepal Flood Recovery project. In addition s/he will provide special attention in the shelter, WASH and cash for work. The Sub-Engineer carries out tasks in accordance with the policies and systems of Government of Nepal, LWF Nepal and its support agencies. S/he works closely with other LWF Nepal relevant departments and projects if necessary. S/he will also carry out other duties asked by his/her supervisor and LWF management.

 

GENERAL

  • Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of LWF as a Humanitarian Organization.
  • Familiarize and work in accordance with the established strategies of LWF Nepal.
  • Familiarize and work accordance with the LWF Nepal policies.
  • Be free from the political influence of any parties and the political activates

 

  1. Specific Tasks:
  • Reports to Project Manager (PM), LWF N, ROE to ensure that approved plan are implemented properly.
  • H/she is responsible for the effective implementation of WASH, Shelter and Cash for work program under Nepal Flood recovery Project.
  • Liaises between the community people, implementing partner and PM by timely bringing the site planning, layout, and other important issues related to implementation of construction work.
  • Prepares design and estimate labor intensive cash for work scheme and guide implementing partner for its proper implementation.   
  • H/she is also responsible for conducting pocket survey and technical inputs for different infra-structure support.
  • Provides technical support and ensure that the construction support to the flood affected families is as per the timeline in the work plan.
  • Ensures that the quality and quantity of both local and non-local materials supplied by the suppliers are as per specification.
  • Ensures that the quality of the construction is maintained as per the design and specification
  • Guides the skilled/non-skilled labors to maintain the quality of the construction
  • Supports implementing partner for recordkeeping of the manpower and construction materials.
  • Updates the progress of work to the PM on a daily basis and prepare progress report in monthly basis and forwards to PM.
  • Keeps up-to-date record of manpower used and inventory of the material.
  • 70-80% field visits to the project sites to support on technical tasks of the project(s)
  • Performs any other tasks as assigned by PM.

 

  1. Other duties:
  • Familiarize her/him with LWF Nepal's policies and procedures like country strategy, respective project documents,  finance policy, human resource policy, management guidelines, code of conduct, child protection policy, complaint mechanism, accountability framework, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline), human rights based approach to development, AIN social audit guidelines, etc.
  • Ensure compliances of LWF Nepal policies, child protection policy and code of conduct.
  • Contribute to strengthen accountability in LWF Nepal.
  • Contribute to strengthen gender and social inclusion in LWF Nepal
  • Contribute to strengthen resource mobilization in LWF Nepal Attend LWF Nepal's forums and meetings as and when required.
  • Maintain impartiality from party political influence.

Job Specification

Qualifications and Competencies:

  • Diploma in civil engineering from a recognized institution.
  • Minimum 2 years of relevant work experience on constructions work (preferably shelter, WASH and rural infrastructure)
