Job Description

GENERAL POSITION SUMMARY:
Regional Office West (ROW) is a field office of the Lutheran World Federation (LWF) Nepal and a composition of diverse capacity of the staffs as well as nature and stage of the projects implementing in the Mid and Far West Development Regions. Obviously, it is expected that the knowledge, virtue and skill of each staffs and project team enrich the organizational learning and benefit individual staffs as well as organization. The role of the Finance and Admin Assistant (FAA) is entrusted with the responsibility to assist Regional Finance and Admin Officer(RFAO) for planning, executing, monitoring and evaluation of the “Enhancing Dignity of Freed HaKK Project” and other project under ROW. The FAA shall perform his/her duties within the framework of LWF Nepal's financial policies and guideline as well as Country Strategy (CS) and Country

Operational Program Plan (COPP). The FAA is expected to ensure LWF Nepal's consistency and coherence in his/her works, and promotes institutional learning and synergy amongst the LWF Nepal and Implementing Partners. Furthermore, s/he will be responsible to uphold the rights of poor and oppressed and acts as change agent in society promoting innovative and constructive ideas through empowerment and rights based approach.

Key Responsibilities
A. Ensure proper compliance of policy and procedures pertaining to program operations
1. Assist to submit cash flow plan on time as per the monthly requirement
2. Prepare all types of voucher as per organization rule and ensure to expenditure.
3. Support to ensure of compliance of financial rules and tax policy in all payments and procurement policy through tender and quotations
4. Support to ensure the proper compliance of organization policy and procedure and Nepal Govt. tax policy.
5. Provide periodic feedback to the management, partners organization highlighting the areas to further improvement
6. Maintain and update assets and other organizational property.

B. Monitoring the status of the program implementation in line with annual work plan and the Country Strategy
1. Assist to ensure that all payments are properly authorized and paid in accordance with the terms of Partnership agreement.
2. Visit partners organization and observe implementation of programs and projects and verify the books of account maintain
3. Monitor implementation of activities and budget vs expenditure
4. Prepare project specific monitoring plan with checklist considering program and financial concerned.
5. Do sample cross check of the group, CBO and CBO Federation with based on agreed performance assessment tools, prepare report and provide it as feed back to partners as well as PM and RFAO.
6. Participate in the review and reflection meetings
7. Support RFAO for day to day administrative and financial work.

C. Consolidate and compile periodic reports received from the partners; and produce final reports required by the management as well as for own purpose
1. Support to collect monthly financial reports from partners and data entry in ACCPAC
2. Review periodic financial reports submitted by the partners and own programs against the approved work plan and budget
3. Monitor partners organization and share its area of improvement with organization’s management, staffs and manager
4. Maintain and update filing of finance and administration document.
5. Compile all reports and assist RFAO to produce consolidate overall analytical periodic reports required by management.

D. Assist management team in developing strategic action plans, policies and systems, including designing programs and projects
1. Assist the management in setting organizational goals, strategies, policies and systems
2. Initiate to support management team to keep friendly environment in office as well as up date electrical and electronic system in office.
3. Carry out other tasks as assigned by the RFAO
4. Familiarize her/himself with the mandate, mission and objectives of the Lutheran World Federation Nepal.
5. Familiarize her/him with LWF Nepal's policies and procedures like financial policy, employment policy, management guidelines, Code of Conducts, Code of Ethics, Child Protection Policy, Complaint Mechanism, human rights based approach to development, among others.

E. Psychological and/or Attitudinal Skills
In addition to the skill in managing efforts, the FAA must exercise technical proficiency and analytical thinking in optimizing the smooth running of Regional Office and program execution and possess professional integrity in compliance to LWF Nepal standards. FAA must be able to work with minimum supervision, maintain composure under pressure and responsive to changing circumstances. The FAA must be able to work as part of a team and must be committed to gender equality.

F. Qualification and Competencies:
1. Atleast higher secondary education in relevant field
2. Two or more years of accounting or bookkeeping experience.
3. Two or more years of experience working with NGOs.
4. Strong computer skills in MS Office programs, particularly Excel
5. Familiarity with computerized, double-entry accounting software
6. Good knowledge of English and Nepali (written/oral/comprehension)
