Job Summary

Finance Officer for Cash for Assets Program will undertake the full finance management responsibility under the direct supervision of Finance and Admin Coordinator (FAC) related to finance. S/he, however, will work very closely with the Project Manager (Sustainable livelihood Development Program Coordinator) in the matters related to Program. S/he is to ensure the overall implementation in adherence to the LWF policies and procedures.

Key Responsibilities

  1. Finance management
  1. Overall implementation of the developed budget and work plans, apply appropriate control measures, reporting of financial matter and make sure all are in line with LWF finance manual, UNWFP established procedures and guidelines.
  2. Prepare and execute LWF CFA program budget in close coordination with SLDC/ District Manager and Implementing Partner.
  3. Coach and capacity building of the Finance Assistant of Implementing Partner.
  4. Ensure proper documentation for all transactions and compliance with the WFP policies/procedures.
  5. Recommend for approval of all expenditure as per organization policy and stipulated rules and regulations
  6. Monitor the periodic expenditure, analyze in budget and make recommendation for necessary adjustment where essential
  7. Prepare monthly, quarterly, annual as well as other finance reports as per the reporting requirements of donor partners and submit to FAC for his review and upward submission.
  8. Ensure proper use of sage data processing software and produce report. 
  9. Fully responsible for managing cash flow that includes: preparation of cash flow in coordination with  SLDC and submit to FAC for his review and upward submission
  10. Ensure proper cash flow to each implementing partner and LWF program office
  11. Ensure strict adherence to the recommendations of the auditor in the past
  12. Ensure full implementation of LWF finance manual.
  13. Undertake any other tasks assigned by the supervisor from time to time.
  1. Other duties:
  1. Ensure compliances of LWF Nepal policies, child protection policy and code of conduct
  2. Contribute to strengthen accountability in LWF Nepal.
  3. Contribute to strengthen gender and social inclusion in LWF Nepal
  4. Maintain impartiality from party political influence
  5. Carry out other tasks as assigned by the immediate supervisor.

Internal:

  • Sustainable Livelihood Development Coordinator, livelihood section, District Project Manager, Technical Coordinator, Logistics, Finance, Administration.

External:

WFP, relevant government departments, Sector/cluster, district partner organizations, CBOs other NGO and respective cluster.

D. Required Qualification, Skills and Competencies:

  • Bachelor Degree or equivalent in Accountancy/Finance from a recognized university with at least 3 years of proven successful experience in the field of accountancy/finance and administration functions in INGOs/NGOs/donor-funded projects.  
  • Competent in bookkeeping skills
  • Analytical and problem solving skills
  • Attention to detail and high level of accuracy
  • Computer skills including the ability to operate computerized accounting, spreadsheet and word processing programs. Strong Excel and MS Office skills
  • Fluency in written and spoken English and Nepali
  • Good interpersonal and team work skills
  • High level of organizational integrity, loyalty and drive for results with accuracy
