Job Description

GENERAL POSITION SUMMARY:
Finance Manager will undertake the full financial management responsibility of multiple Projects under the direct supervision of Finance and Admin Coordinator (FAC). S/he, however, will work very closely with the Emergency Response Program Coordinator (EERPC) in the matters related to finance. S/he is to ensure the overall implementation in adherence to the LWF policies and procedures.
Key Responsibilities

 

A. Finance management
1. Overall implementation of the developed budget and work plans, apply appropriate control measures, reporting of financial matter and make sure all are in line with LWF finance manual, established procedures and guidelines and Donor’s requirements.
2. Prepare and execute LWF various programs budget in close coordination with LWF finance and program department
3. Recommend for approval of all expenditure as per organization policy and stipulated rules and regulations
4. Monitor the periodic expenditure, analyze in budget and make recommendation for necessary adjustment where essential
5. Prepare monthly, quarterly, annual as well as other finance reports as per the reporting requirements of donor partners and submit to FAC for his review and upward submission.
6. Ensure proper use of sage data processing software and produce report.
7. Fully responsible for managing cash flow that includes: preparation of cash flow in coordination with PC, thematic leader and submit to FAC for his review and upward submission
8. Ensure proper cash flow to each implementing partner and LWF program office
9. Ensure strict adherence to the recommendations of the auditor in the past
10. Ensure full implementation of LWF finance manual.
11. Ensure that the funds are utilized in a cost efficient manner.
12. Verify the Monthly Financial Report of the Implementing Partners to ensure the quality and as per plan.
13. Undertake any other tasks assigned by the supervisor from time to time.

B. Other duties:
1. Familiarize him/her with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents, finance policy, human resource policy, management guidelines, code of conduct, child protection policy, complaint & response mechanism, accountability framework, workforce diversity policy, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline), human rights based approach to development, AIN social audit guidelines, etc.
2. Maintain impartiality from party political influence.

C. Qualification and Competencies:
1. Minimum Master’s Degree in Accounting or Finance is required.
2. At least 3 or more years of progressive financial management experience is required.
3. Sound knowledge on multiple projects finance management.
4. Good understanding and practical experiences about Nepal government VAT and Tax system.
5. International NGO experience is preferred.
6. Prior management experience and strong organizational skills.
7. Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
8. Advanced computer skills in MS Office programs, particularly Excel
9. Demonstrated professionalism in the execution of duties and responsibilities as well as openness to progressive change and ability to manage complexities while remaining calm, in control and positive attitude even under stressful condition.
10. Analytical and problem solving skills.
11. Good knowledge of English and Nepali (written/oral/comprehension)
