Job Summary:

The Senior Technical Officer will report to the Program Manger (BRP). H/She must adhere to the principles of LWF Nepal and must follow in thought, words and deeds. Work together joined hand in hand to meet the goal of the organization. His/hers duties include the following:

 

  1. General:
  •  Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of LWF as a Humanitarian Organization.
  • Familiarize and work in accordance with the Policies, Manuals and Guidelines of LWF Nepal.
  • Familiarize and work in accordance with the established strategies of LWF Nepal and the partner organizations.
  • Be free from the political influence of any parties and the political activities.

 

  1. Specific:
  • Conduct technical assessments for site planning, shelter and WASH related projects and coordinate within LWF, UNHCR focal person, Camp Management Committee (CMC) and other relevant stakeholders-with local government and host community to proceed with most effective intervention.
  • Conduct periodic monitoring of solar energy interventions and provide appropriate advice to Energy Users’ Group (EUG) for proper repair/maintenance.
  • Ensure appropriate consultation with beneficiaries and get their views for planning and implementation of the program.
  • Ensure all the infrastructures in the camps and host communities are constructed with approved guidelines and standards of Government norms. Ensure to maintain quality control during construction in order to ensure consistency between the original design and actual implementation.
  • Ensure that quality material is used and good workmanship during the periodic monitoring exercise in order to ensure the performance of the facility/infrastructure according to the design/BOQ. 
  • Proper and regular guidance to the construction supervisors for the management of pool of construction workers in the camps. Ensure safety of the construction workers which will increase worker’s productivity, less delays in projects, decrease administrative time, and less damage to equipment, etc.
  • Provide continuous and appropriate feedback to technical persons on shelter and WASH related intervention. Provide capacity building training to all the technical staffs to boost effective project implementation.
  • Provide quality supervision and support to any field level technical staff and local partner’s staff (public school staff). Examine the quality control methods being used by the field staff to determine for any proper controlling activities.
  • Work closely with LWF project team members and UNHCR focal point to orient and facilitate on site panning and WASH to local stakeholders and refugee communities.
  • Prepare technical reports and submit to the line manager on timely manner.
  • Ensure timely completion of the activities and then complete the documentation of project work completion report of the activities implemented at the field.
  • Maintain documentation and prepare periodic reports and submit to the line manger.
  • Supervise and support to the concerned line management staff.
  • Other duties as assigned by the RPC east and line manager.

 

Other duties:

  • Familiarize her/him with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents,  finance policy,  RMT’s TOR, human resource policy, management guidelines, code of conduct, child protection policy, RMT’s TOR complaint mechanism, accountability framework, workforce diversity policy, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline),   human rights based approach to development, AIN social audit guidelines, etc.
  • Ensure compliances of LWF Nepal policies, child protection policy and code of conduct
  • Contribute to strengthen gender justice, social inclusion and accountability.
  • Contribute to strengthen resource mobilization and fund raising initiatives.

 

Required Qualification, skills and competencies:

  • Bachelors’ Degree in Civil Engineering with minimum 5 years of professional experience on construction works-specially work experience of managing shelters and other infrastructure works in humanitarian setting
  • Experience in design, cost estimate, site supervision of shelter/building’s construction projects
  • Sound knowledge on documentation of quality project reports
  • Sound knowledge in construction of resilient shelters and other infrastructure related works
  • Skills on networking and coordination with the relevant stakeholders
  • Experience of managing staff and budget
  • Proficiency in written and Spoken English
