Job Summary

Protracted Relief and recovery Operation (PRRO) 200875 is the short-term cash for asset project to be implemented in three earthquake affected wards of Gorkha District. With funding support from United Nations World Food Program (UN WFP), Lutheran World Federation Nepal is implementing the project in partnership with Goreto Gorkha.

Under the overall guidance and supervision of Project Manager-of PRRO 200875, the MREKM officer shall work for smooth operation of PMER function at project level and executes livelihoods activities as technical lead. The PMER Officer carries out tasks in accordance with the policies and systems of Government of Nepal, LWF Nepal and its supporting agencies. S/he works closely work with other LWF Nepal relevant departments and projects if necessary. S/he will also carry out other duties asked by his/her immediate supervisor and livelihood section.

  1. Specific Monitoring and Reporting tasks
  • Serve as planning, monitoring, evaluation and reporting focal point and provide all necessary PMER related technical inputs, guidance and support IP project team.
  • Develop, implement and institutionalize result based planning, monitoring and evaluation (PME) system, tools and processes within LWF Nepal and its implementing partner
  • Undertake photo monitoring and assist project coordinator in preparing monthly progress report
  • Conduct monitoring visits frequently to project sites to ensure quality of both technical and social work
  • Produce and ensure that the periodic project progress reports are submitted timely and of desired quality
  • Plan and coordinate project reviews, evaluations to be conducted internally or externally as required by project M&E plan.
  • Monitor the status of the program implementation and ensure program compliance, accountability as per the Project output and LWF Nepal’s policy; providing timely recommendations for improvement.
  • Collect best practices, case studies which demonstrate qualitative and quantitative changes over the period.

B. Data Management and Validation

  • Collect, maintain, manage and ensure quality control tests on all incoming data and supervise data entry and data cleaning/editing processes
  • Beneficiary data verification with SCOPE, update for III phase and produce final beneficiary list
  • Provide and upload project information and ensure the accuracy of the data and files
  • Co-ordinate with WFP, supervise registration and verification process of beneficiaries. Additionally also verify attendance of each beneficiaries.
  • Verification of attendance sheets with support from field staffs and submit to project manager
  • Regular update on cash distribution status and reconciliation with WFP and service providers

C. Technical support

  • Develop and design project documents, guidelines, tools and manuals for execution of the livelihoods activities
  • Develop and provide Information package to the potential entrepreneurs
  • Identify the Short term TA requirements for business development activities /identification of growth areas (value chains)
  • Contribute to the development of TOR for short term mapping the business opportunities in the project district
  • Design and deliver short term farmers level trainings related to enterprise development, business plan preparation and agriculture related IGA trainings
  • Support IP in formation of women self-help groups and facilitate cooperative
  • Other technical supports as required demanded by the project

D. Other Duties:

  • Ensure compliances of LWF Nepal policies, child protection policy and code of conduct Contribute to strengthen accountability in PRRO project.
  • Take responsibility in complaint handling
  • Contribute to strengthen gender and social inclusion in project Maintain impartiality from party political influence
  • Carry out other tasks as assigned by the immediate supervisor

E. Required Qualification, Skills and Competencies:

  • Masters degree on relevant subject.
  • Minimum three five years’ experience in PME related work.
  • Sound knowledge on program, planning, monitoring, documentation and research methodology.
  • Excellent communication skills including in report writing, in both English and Nepali.
  • Experienced in working with I/NGOs
  • Good skills on data analysis and interpretation.
  • Good skills in use of mobile applications for M/E uses.
  • Excellent skill in survey design, PRA tools, data collection and analysis
  • Excellent knowledge and skill with Word, Excel, SPSS and other database management
  • Experience in training, facilitation, and/or support local partners, community groups, and officials
  • Ability to travel frequently (up to 60% of the time).
  • High level of organizational integrity  and  loyalty and drive for results with accuracy
