General information:
Massive flooding triggered by continuous rains that started second week of August in Nepal affected 1,000’s of families in Eastern and Western regions of Nepal. Habitat for Humanity Nepal is working to provide families with support to address immediate shelter needs and to help families recover through our local NGO partners.
 
Core Function:
The Project Officer is responsible for management of specific projects assigned. The Project Officer has a direct supervisory role of the partner organization technical staff with support from the district project team including a Monitoring Community Mobilizer. The Project Officer will work within the district project team while his/her direct line manager is the Project Coordinator/Program Manager.
 
Duties and Responsibilities:
  • Contributes to project development and strategy as well as provides support in the review and analysis of the project model as per program design and HFHN strategic plan.
  • Responsible for preparing proposals that meet the requirements of institutional donors and partners. Responsible for designing and reviewing trainings for partners and/or beneficiaries in coordination with the district project team members and other district project managers as per need identified or as indicated through lessons learned.
  • In-charge of project management, project based monitoring and reporting, ensuring that project deliverables are achieved according to timeline and budgets following a detailed M&E plan as per program design. Make adjustments to M&E plan in coordination with other district project teams and line managers as per need or as indicated through lessons learned.
  • Ensure that team members fulfill their duty following their job description as part of the smooth project implementation process.
  • Ensure that partners fulfill their duty following their M&E responsibilities and feed in to the real time database. Work in close coordination with the HFHN GIS/Database expert to maintain and update the database.
  • Ensure timely reporting to donors and therefore ensure that partners and team members provide timely information to feed into these reports, including GIS/Database information.
  • Undertakes weekly or as per need monitoring visits to the designated implementation areas to support the partner with implementation aspects of the project and/or monitoring visits as per program M&E plan.
  • Supports the Project Coordinator in managing partners in campaigns as well as in finding synergies among partners and facilitating links to other organizations that can provide them with additional assistance.
  • Supports the Project Coordinator in maintaining good relations with relevant GFN and institutional donors.
  • Liaise with all related stakeholders on district, local and community level to support the project implementation.
  • Provides SME support for GV build implementation, and works in close coordination with the Program GV Coordination Manager, GV Engineer and other GV staff.
 
Other responsibilities when required:
  • Ensure that construction designs meet HFH Housing Quality Standards and/or appropriate government building codes regulations.
  • Ensure construction research, preparation of BOQs, designs, lay outs, Construction/maintenance manuals.
  • Responsible for delivering or supporting quality construction-related training as per DUDBC curriculum or any other curriculum as per HFHN request
  • Contributes to program development and strategy, as well as provides support in the review and analysis of the program model.
  • Provides analytical support for training design and proposal writing and research
  • Provides SME support for GV build implementation.
  • Other related duties as assigned by supervisor.
Knowledge and Skills:
  • Strong experience working with Microsoft Office Suite, Excel in particular for data analysis and visualization.
  • Demonstrated ability to articulate technical information clearly and effectively and in flexible and adaptive programming
  • Proven written and oral presentation skills in English
 
Education Qualification and Professional Experience:
  • Bachelor’s Degree in Civil Engineering is preferred or bachelor’s degree in Social work, Rural development, Communication, Economics
  • At least 4 years of working experience in relevant field

Organization Summary

Habitat for Humanity started working in Nepal since 1997. In the eight years till 2005, Habitat for Humanity Nepal has helped 830 families to build decent homes in the districts of Kailali, Surkhet, Kaski, Chitwan and Jhapa. To increase its impact, HFH Nepal began to leverage on partnerships with non-governmental organizations, microfinance institutions, and village lending and saving groups. Driven by the overall vision of the organization, the Meaningful Life through Housing Campaign was launched in July 2011. Through the campaign, HFH Nepal aims to develop a people-driven and community-owned methodology to address the need for decent housing in a sustainable and viable way. Programs are largely focused on rural housing in eastern and western Nepal.

In June 2011, HFH Nepal celebrated its 10,000th family served and by the fiscal year ended 30 June 2014 more than 54,000 families were helped. The momentum continued until Nepal was hit by two major earthquakes on 25 April and 12 May, 2015.

The earthquakes, in April and May of 2015, destroyed and damaged more than 880,000 houses killing over 8,000 people. HFH Nepal’s disaster response included rubble removal with the help of local volunteers, distribution of temporary shelter kits and water backpacks for the affected families to enable survivors’ to fetch and store water. Through generous funding, HFH Nepal is helping affected families by providing technical assistance in conducting safety assessment of the damaged houses and distribution of winterization kits to the affected families to protect against the cold weather.

Through the Build Nepal strategy, Habitat Nepal is committed to building homes and hope in both disaster-affected and non-affected areas across the country.
