Job Description

The Director of Programs is responsible for the planning, implementation, management, supervision and evaluation of Habitat for Humanity Nepal's overall programs in accordance with standards set out by the Habitat for Humanity International (HFHI). As a member of the senior
management team, the role holder participates in strategic planning and budgeting initiatives in addition to problem solving. He/she works within the guidelines, policies and mission of the HFHI and will be accountable and responsible for specific projects as assigned. The Director will also represent Habitat for Humanity in the Housing Recovery and Reconstruction Platform (HRRP) coordination meetings and ensure that Habitat for Humanity Nepal recovery and reconstruction programs align with Government of Nepal, National Reconstruction Authority agenda.

Duties and Responsibilities:
ï‚· Lead activities relating to planning, implementation, management, supervision and evaluation of the Habitat for Humanity Nepal program in accordance with HFHI’s strategy and standards
ï‚· Analyze trends in the program, identifying issues and developing and recommending solutions to the National Director
ï‚· Conduct mapping of funding opportunities and develop appropriate project proposals as per the HFHI standards and norms.
ï‚· Develop and maintain new and existing relationships with I/NGOs and housing organizations to pursue common objectives
ï‚· Increase the quality and coverage of the programs through the forming and strengthening of partnerships with relevant stakeholders and entities
ï‚· Ensure timely submission of high quality reports to Habitat entities, donors and its relevant partners
ï‚· Remain up-to-date on all modifications / revisions to the National Programs Standards implementing the same in a timely and organized manner.
ï‚· Direct, plan and coordinate the work of the program staff including supervision and evaluation, training and team building
ï‚· Organize and attend weekly departmental meetings to maintain effective communication
ï‚· In consultation with the national director, lead the recruitment, onboarding, performance management and career development of program employees
ï‚· Ensure that skills development workshops are relevant in topic and targeted for the appropriate staff and representative of partner agencies
ï‚· Represent HFHN in relevant fora, conferences, and meetings, as necessary
ï‚· Specific Deliverables: Manage, plan, and coordinate the work of the Program Department (Technical Services, Support Services, and Partner Coordination units) staff, including recruitment, supervision, evaluation, training, and teambuilding
ï‚· Lead the development of a project agreements/amendments for post- earthquake reconstruction projects with the Social Welfare Council (SWC), National Reconstruction Authority (NRA) and other representatives of the government of Nepal
ï‚· Facilitate the analysis of existing implementing partners of HFHN and support the due diligence, and development of agreements with new implementing partners for grantfunded projects
ï‚· Other related duties as assigned by supervisor.

Education and Professional Experience:
ï‚· Master’s Degree in related field i.e. Engineering Urban Planning, Architecture
ï‚· 10 years’ experience in related field i.e. engineering, construction, housing and human settlements, management, disaster risk reduction and response, community developments, etc.
ï‚· 10 years’ demonstrated, substantive experience in a field-based senior management and/or senior advisor position, responsible for technical quality assurance, preferably in a post-disaster context.

ï‚· Language: Excellent in English (Reading, writing and speaking) and Fluent in Nepalese (Reading, writing and speaking)
ï‚· Highly developed teamwork and leadership skills.
ï‚· Strong problem solving and group work leadership skills.
ï‚· Ability to interact with people of all ages and cultural backgrounds.
ï‚· Excellent reporting writing skills
ï‚· Computer skills: Excellent in Word, Excel, PowerPoint (Microsoft Office Package)
ï‚· Excellent communicator
ï‚· Presentation and analytical skills
ï‚· Pro-active/practical thinker
ï‚· Humanitarian working experience required

Preferred: Demonstrated experience in assessing and assuring the feasibility and quality of housing designs, bills-of-quantities, site plans, and other housing-related technical documents and experience with vernacular architecture

Organization Summary

Habitat for Humanity started working in Nepal since 1997. In the eight years till 2005, Habitat for Humanity Nepal has helped 830 families to build decent homes in the districts of Kailali, Surkhet, Kaski, Chitwan and Jhapa. To increase its impact, HFH Nepal began to leverage on partnerships with non-governmental organizations, microfinance institutions, and village lending and saving groups. Driven by the overall vision of the organization, the Meaningful Life through Housing Campaign was launched in July 2011. Through the campaign, HFH Nepal aims to develop a people-driven and community-owned methodology to address the need for decent housing in a sustainable and viable way. Programs are largely focused on rural housing in eastern and western Nepal.

In June 2011, HFH Nepal celebrated its 10,000th family served and by the fiscal year ended 30 June 2014 more than 54,000 families were helped. The momentum continued until Nepal was hit by two major earthquakes on 25 April and 12 May, 2015.

The earthquakes, in April and May of 2015, destroyed and damaged more than 880,000 houses killing over 8,000 people. HFH Nepal’s disaster response included rubble removal with the help of local volunteers, distribution of temporary shelter kits and water backpacks for the affected families to enable survivors’ to fetch and store water. Through generous funding, HFH Nepal is helping affected families by providing technical assistance in conducting safety assessment of the damaged houses and distribution of winterization kits to the affected families to protect against the cold weather.

Through the Build Nepal strategy, Habitat Nepal is committed to building homes and hope in both disaster-affected and non-affected areas across the country.
