Job Description

Program Officer is responsible for day to day coordination with the implementing partners for effective field level program implementation and enhance the capacity of partner staff especially in social mobilization sector. This position will provide direct support to Program Manager of Habitat Field Office (HFO) West to coordinate and liaise with concerned government officials at local level.

RESPONSIBILITIES

  • Oversees day-to-day coordination with all project stakeholders (government, NGOs, community, etc.) to ensure smooth implementation, and timely elevation of issues to her/his direct report
  • Guide and monitor social aspects of project implementation, ensuring compliance with Habitat’s Program Manual. In particular, responsible for ensuring that Habitat’s family selection criteria are upheld, and that communities actively participate in designing and building their homes
  • Responsible for developing social mobilization capacity of NGO partners through training and coaching
  • Support the Program Manager and partners in updating implementation plans
  • Follow up on the shelter progress report, weekly reports and monthly reports with implementing partners
  • Contributes to develop Detail Implementation Plan (DIP)/ Project Implementation Plan (PIP) of project and overall responsbible to provide support to parter and local government aggenices for timely implementation of the same
  • Enhance capacity of partners staff and support them to coordinate with concerned government line agencies and other civil society organzations for effective implementation of the project activities
  • Support to program manager or lead as per the instruction of supervisor to conduct institutional capacity assessment of parter organization and work on capacity development plan
  • Enhance and empower community/family to advocate and lobbying with government and other concerned stakeholders for housing rights
  • Management of Global Village program in HFO West including but not limited to hosting, coordination, logistics and reporting

KNOWLEDGE and SKILLS

  • Excellent in Nepali and English (Reading, writing and speaking)
  • Work experience promoting social/community mobilization in rural areas
  • Capacity to lead training sessions, and the creation of training modules/materials. Experience in training of trainers (TOT)
  • Good team player and demonstrates an attitude to learn and share knowledge
  • Excellent negotiation skills

EDUCATION QUALIFICATION, PROFESSIONAL EXPERIENCE

  • Minimum Bachelor’s Degree in sociology, rural development, related field. A Master’s Degree preferred
  • Minimum three years of experience in social mobilization, networking, advocacy and lobbying, partnership management with progressively increasing responsibility

Duration: Through December 2020 (Extendable if funding and need permits)

Reports to: Program Manager – (HFO) West
Field Visits: Frequent travel to project areas

Organization Summary

Habitat for Humanity started working in Nepal since 1997. In the eight years till 2005, Habitat for Humanity Nepal has helped 830 families to build decent homes in the districts of Kailali, Surkhet, Kaski, Chitwan and Jhapa. To increase its impact, HFH Nepal began to leverage on partnerships with non-governmental organizations, microfinance institutions, and village lending and saving groups. Driven by the overall vision of the organization, the Meaningful Life through Housing Campaign was launched in July 2011. Through the campaign, HFH Nepal aims to develop a people-driven and community-owned methodology to address the need for decent housing in a sustainable and viable way. Programs are largely focused on rural housing in eastern and western Nepal.

In June 2011, HFH Nepal celebrated its 10,000th family served and by the fiscal year ended 30 June 2014 more than 54,000 families were helped. The momentum continued until Nepal was hit by two major earthquakes on 25 April and 12 May, 2015.

The earthquakes, in April and May of 2015, destroyed and damaged more than 880,000 houses killing over 8,000 people. HFH Nepal’s disaster response included rubble removal with the help of local volunteers, distribution of temporary shelter kits and water backpacks for the affected families to enable survivors’ to fetch and store water. Through generous funding, HFH Nepal is helping affected families by providing technical assistance in conducting safety assessment of the damaged houses and distribution of winterization kits to the affected families to protect against the cold weather.

Through the Build Nepal strategy, Habitat Nepal is committed to building homes and hope in both disaster-affected and non-affected areas across the country.
